1Introduction
The findings presented in this report are based on information monitored and documented throughout July 2026. The purpose of monitoring hate speech, fake news, and disinformation is to identify patterns in the use of discriminatory language, track potentially harmful narratives, and document their impacts on the communities targeted by such rhetoric.
In Myanmar, the spread of hate speech and disinformation across social media and other communication channels has contributed to heightened ethnic, religious, and political tensions and may further exacerbate conflicts within communities. This study focuses primarily on violent and inciting content, ethnic- and religion-based insults and attacks, and politically extreme or inflammatory criticism observed on widely used social media platforms, including Facebook, TikTok, and Telegram.
The report examines how hate speech evolved during July in relation to Myanmar’s prevailing political, economic, and social conditions. The findings are intended to serve as a useful reference for peacebuilders, media professionals, policymakers, and civil society organizations.
2Research Methodology
Hate speech is inherently rooted in emotional expression and subjective sentiment; it does not have a universally accepted definition. However, for this particular report, the Burma Human Rights Network (BHRN) defines hate speech as follows:
"Hate speech refers to any form of expression, verbal, written, behavioural, or artistic, that targets a specific individual or group to express severe criticism, condemnation, or to incite hostility and hatred based on protected characteristics. This includes attacks on fundamental rights and identity, such as religion, language, gender, sexual orientation, citizenship, ethnicity, skin colour, beliefs, or physical appearance."
Based on the findings of this study, hate speech is further categorised into the following types:
- Criminalisation: Portraying specific groups as inherent criminals or "sinners."
- Dehumanisation: Stripping individuals of their human qualities or dignity.
- Oppressive Speech: Language used to exert dominance over or bully marginalised groups.
- Incitement: Direct calls for violence, riots, or civil unrest.
- Existential Threat: Characterising specific groups as a fundamental threat to the existence of others.
- Glorification: The celebration or promotion of acts of violence and hatred.
This report documents the dates, posters, communication channels, audience reach, targeted groups, types of hate speech, and methods used to disseminate hate speech.
In the documentation process, the hate speech targeted at vulnerable groups is only documented as hate speech. For instance, hate speech, incitement targeted at religion, ethnicity, citizenship, gender and colour are documented as hate speech. Hate speech targeted not vulnerable groups, especially armed groups and their political organisations such as NUG, KNU, KIO, etc and military personnel are not categorised as hate speech in this report.
In the context of Myanmar’s ongoing political and military tensions, BHRN continuously monitors and documents hate speech disseminated by the military and its associated propaganda channels.
1Data Collection
Monitored Platforms: Data is gathered from Facebook, TikTok, and Telegram channels.
Content Categories
- Hate speech related to ethnicity, religion, politics, and gender.
- Content inciting violence and discrimination.
- Harmful misinformation and inciting posts
2Data/ Methodological Approach
- Manual Monitoring: Members of the Hate Speech Monitoring Team of the organization systematically review and verify specific keywords, phrases, images, and videos to ensure a high level of accuracy in documentation.
3Data Analysis
- Thematic Classification: Content is grouped into specific themes—such as ethnicity, religion, and politics to identify recurring patterns of targeting.
- Level of dissemination: The scale of spread is measured by analysing Engagement (Likes, Shares, Comments) and total Reach.
- Identification of Key Perpetrators: Identifies specific groups and individuals responsible for disseminating hate speech, while assessing their level of influence and broader social impact.
4Ethical Considerations
- Data Confidentiality: All monitored and documented information is stored securely.
- BHRN adheres to a strict policy that prohibits the disclosure of data to the public or unauthorised individuals.
5Limitations
- Platform Coverage: It is not possible to comprehensively monitor all social media platforms
- Encryption Challenges: Some online activities occur on encrypted communication platforms, which pose significant challenges for effective tracking and monitoring.
- Internet Restriction: The research team faces challenges in monitoring the dissemination of hate speech regularly due to restrictions on internet access, and some posts disappear after being posted.
3Monitoring Activities
This report was compiled by monitoring online and print media used by the military junta and its supporters to disseminate hate speech. During July 2026, BHRN conducted a monitoring exercise with the following results:
- Facebook: monitored 3 groups, one page, and 13 accounts; identified 68 incidents of hate speech.
- Telegram: Monitored 24 Channels; identified 28 incidents of hate speech.
- TikTok: Monitored 24 Accounts; identified 18 incidents of hate speech.
- Print Media: Monitored 2 newspapers and 1 journal.
In total, 114 instances of misinformation/disinformation and hate speech were documented during May. The findings are presented using tables, graphs, and clear descriptive text. This report further analyses the root causes and impacts of hate speech and offers recommendations for prevention and mitigation. Due to significant limitations in achieving comprehensive coverage of the entire social media landscape, there may be undocumented incidents of hate speech that fall outside the scope of this report.
Key Findings
1Targeted Groups
- Religious and Ethnic Minorities: Racial persecution of the Rohingya persists through false allegations labelling them as "illegal immigrants from Bangladesh."
- Muslim: Similarly, the broader Muslim community is targeted with religious insults and derogatory slurs, such as "Kalar" and "Pork-abstainers" (Whet-ma-sar), intended to dehumanise and demean.
- Women & LGBT People: Hate speech targeting women frequently employs dehumanising language, sexual harassment, and the exposure of personal information to damage their reputations and social standing.
2Methods of Disseminating Hate Speech and Misinformation/ Disinformation
- Social Media: Hate speech targeting Muslims and Rohingya people is disseminated across social media platforms such as Facebook, TikTok, and Telegram in various formats, including posts, videos, and cartoons, promoting ethnic, religious, and political hatred.
- Disinformation and Misinformation: The deliberate spread of fabricated news to create suspicion among the general public.
3Impacts
The prevalence of these campaigns has led to significant societal consequences:
- Threats to Safety and Dignity: Beyond the psychological impact of online harassment, women and activists face severe threats to their physical safety and personal dignity.
- Obstruction of Peacebuilding: The persistent fueling of racial and religious hatred serves as a major barrier to peacebuilding efforts and a stable democratic transition in Myanmar.
4Findings
1Anti-Muslim Narratives
During the reporting month, the majority of hate speech content documented focused on anti-Muslim narratives. Under this section, anti-Muslim hate speech is analyzed across four subcategories:
- Anti-Muslim Terrorism Narratives – narratives portraying Muslims as terrorists or criminals;
- Narratives Portraying Muslims as a Threat to Society – narratives depicting Muslims as a danger to society;
- Religiously Based Anti-Muslim Narratives – hate speech targeting Muslims on the basis of their religion; and
- Hate Speech Promoting Hatred Against Islam and Muslims – content intended to incite hatred or hostility toward Islam and Muslims.
Anti-Muslim Terrorism Narratives
A Telegram channel named “Naing Soe and Relatives” (နိုင်စိုးနှင့်အမျိုးများ), which has approximately 5,700 subscribers, disseminated hate speech portraying Muslims as terrorists alongside an image of a Republican candidate from the U.S. state of Texas. The post also contained false and derogatory claims about Islam and Muslims, including insulting the Kaaba and the sacred Black Stone in Mecca, as well as allegations that Muslims engage in interfaith marriages to increase their population and derogatory statements targeting followers of other religions. The content was used to stigmatize Muslims and portray them as a threat to society. နိုင်စိုးနှင့်အမျိုးများ
(See the translation of the attached link below the conclusion (1))
- A hate speech post was shared on the “Naing Soe and Relatives” Telegram channel, using a watermarked image of two men wearing traditional Arab clothing to portray Islam and Muslims as associated with terrorism. The accompanying text mocked and ridiculed Muslims by implying that they forcibly compel followers of other religions to worship the Creator. [နိုင်စိုးနှင့်အမျိုးများ] (See the translation of the attached link below the conclusion (2))
- A Facebook page named “Dr. Peace” disseminated hate speech portraying Rohingya refugees sheltering in Bangladesh as terrorists who support Iran. Drawing on the ongoing political conflict involving the United States, Israel, and Iran, the content portrayed Rohingya people as militants, extremists, and terrorists, thereby promoting anti-Rohingya hatred and stigmatization. [ဒေါက်တာငြိမ်းချမ်းရေး]
(See the translation of the attached link below the conclusion (3))
The Facebook page “The Soul of Myanmar” featured multiple instances of anti-Muslim hate speech in the comments section of a post concerning the separatist conflict in southern Thailand. Under the post, an account named Xyler Vroe Acc described Muslims as troublemakers. Another account, Bin Ah, called for Muslims to be suppressed while their population remains small and portrayed them as terrorists who could eventually seize control of the country. [The Soul of Myanmar Page]
(See the translation of the attached link below the conclusion (4))
Muslims as a Threat to Society
A Facebook account named Ko Ko Aung disseminated hate speech alleging that Muslims living in Myanmar were facilitating the relocation and settlement of Rohingya from northern Rakhine State. The account called for Muslims living in Myanmar to be closely monitored and claimed that Muslims involved in charitable activities were also supplying food to Rohingya staying in mosques. The post further used threatening language, calling for members of the public to collectively take action against them. [Ko Ko Aung ]
(See the translation of the attached link below the conclusion (5))
- Under a post by the Western News Facebook page reporting that Bangladesh was considering discussions with relevant stakeholders in Myanmar to facilitate the return of more than 1.2 million Muslim refugees, numerous comments portrayed Rohingya Muslims as responsible for committing acts of violence in Myanmar. Among the comments, a Facebook account belonging to Kyaw Mya Win described Rohingya as people who cause suffering around the world, while an account named Oo Chit claimed that Bangladesh was planning to wage jihad against Myanmar. [Western News ]
( See the translation of the attached link below the conclusion (6))
A TikTok account named Dhamma Journey disseminated hate speech calling for mosques in Myanmar to be burned and destroyed. Referring to the situation in Rakhine State, the account called on the public to remain vigilant and issued threats and incitement to attack Islamic places of worship in Myanmar. [Dhamma Journey]
(See the translation of the attached link below the conclusion (7))
These cases demonstrate that across all three monitored social media platforms, hate speech was used to portray Muslims as dangerous terrorists and as people who cause harm around the world, framing them as a threat to society.
Anti-Muslim Religious Narratives
- A TikTok account belonging to Ashin Obhasa (Shwe In Pin) shared an approximately 20-year-old religious sermon delivered by nationalist monk U Wirathu, which contains false and misleading information about Islam, thereby disseminating anti-Muslim hate speech. The sermon included derogatory content targeting the Prophet Muhammad, who is highly respected by Muslims, as well as the conduct and character of Muslim religious leaders and clerics. It also used dehumanizing and insulting comparisons related to dietary practices and contained inaccurate claims about Islam and Muslims. [Ashin Obhasa (Shwe In Pin)]
(See the translation of the attached link below the conclusion (8))
Numerous instances of anti-Muslim hate speech were also found in the comments section of a post by the Development Media Group Facebook page reporting that Muslim worship outside a mosque had been prohibited in a park in Ichikawa, Japan. A Facebook account named Khin Mg Tin described Islam as a form of religiously motivated ethnic expansionism, while an account named Athawka Thuka claimed that Muslims continue to use their population and financial resources to interfere with and obstruct followers of other religions. Numerous other comments containing anti-Muslim hate speech were also observed under the post. [Development Media Group Page]
(See the translation of the attached link below the conclusion (9))
The above cases demonstrate that anti-Muslim hate speech was framed through religious narratives portraying Muslims as a “false religion” allegedly seeking to absorb or undermine traditional cultures, as people supposedly attempting to “Islamize” society, and as individuals allegedly seeking to kill Buddhist monks based on purported teachings of the Qur’an. Such narratives use religion-based misinformation, derogatory claims, and hostile portrayals to promote hatred and prejudice against Muslims.
Anti-Muslim Crime Narratives
Under an Eleven Media Facebook post reporting that the military authorities were removing shops and commercial structures around Aung San Stadium, numerous comments containing anti-Muslim hate speech were observed calling for the demolition of a nearby Islamic place of worship, commonly referred to as Tapyin Mosque, along with the surrounding structures.
- A Facebook account named U Kyaw Kyaw called for all buildings in the area to be demolished so that the site could be used exclusively as a sports stadium, effectively advocating for the removal of the mosque. Another account, Ko Aung Paing, claimed that having a religious building near a stadium was inappropriate and brought disgrace to the area. An account named Mg Mg expressed hostility toward the mosque, stating that only members of one’s own ethnic group should prevail and that followers of other religions should not. Meanwhile, an account named Chit Ko Ko Chit Ko Ko mocked the presence of a place near the stadium that, according to the comment, “no one dares to touch,” using threatening and inciting language. [Eleven Media Group Page]
(See the translation of the attached link below the conclusion (10))
These cases indicate how long-standing military propaganda portraying Muslims as terrorists has contributed to narratives in which members of the public perceive Islamic places of worship as sites associated with terrorism. Such narratives can contribute to calls for the destruction or removal of mosques and other Islamic religious institutions.
Based on the aforementioned points, it is evident that the rhetoric characterises Muslims as terrorists, undocumented residents, and criminals, while further extending to direct incitement to violence and murder.
2Identity-based Hate and Harassment
Personal Insults and Name-calling
The Ba Nyunt Telegram channel reposted an audio news report about the death of a female member of a People’s Defence Force (PDF) in Sagaing Region and used the post to disseminate hate speech. The content contained mocking and derogatory language targeting the woman, including remarks intended to insult and undermine her dignity. [Ba Nyunt]
(See the translation of the attached link below the conclusion (11))
An account named DI Thameedaw (II) shared a photograph of social media influencer Hla Nu Htun and disseminated hate speech by mocking her personal choices through vulgar and degrading wordplay. Hla Nu Htun provides online marriage and relationship counselling and shares educational content related to marriage and relationships. [DI Thameedaw ( II)]
(See the translation of the attached link below the conclusion (12))
3Conflict-related false claims
As Myanmar’s civil war between the government military and ethnic armed organizations has continued for decades, both sides have frequently disseminated false and misleading information as part of their propaganda efforts. In particular, supporters of the military authorities have established Facebook pages, TikTok accounts, and Telegram channels to systematically disseminate misinformation and disinformation. Such content includes misleading narratives, fabricated claims, and falsely connected or manipulated information, which are also used to promote hate speech and hostility toward opposing groups.
- Under the title “Religious Destruction Unknown to the People of Upper Myanmar,” a lengthy article was shared on the TikTok account of Ashin Obhasa (Shwe In Pin). The post disseminated false and inflammatory claims about the Kachin Independence Army (KIA), an ethnic armed organization based in Kachin State and one of the major forces engaged in conflict with the military authorities. It falsely claimed that the KIA did not emerge from demands for federalism but instead originated from religious motives following the designation of Buddhism as the state religion. The post further alleged that the KIA was deliberately providing military training and weapons to PDF members in Sagaing Region in order to destroy the area because Sagaing is a region where Buddhism is strongly established. These claims used religion-based misinformation to promote hostility toward the KIA and PDF forces. [အရှင်ဩဘာသ ရွှေအင်ပင်]
(See the translation of the attached link below the conclusion (13))
A Telegram channel named “Hmai Wei” (မှိုင်းဝေ) disseminated hate speech against the People’s Defence Forces (PDF) using an AI-manipulated image allegedly showing PDF members using students as human shields inside a school in Natmauk Township, Magway Region. The channel is reportedly operated by a military officer who supports the military authorities and has repeatedly disseminated misinformation and propaganda targeting PDF and ethnic armed organizations. The post fabricated claims that PDF forces were using civilians as human shields and committing war crimes, thereby portraying them as perpetrators of serious abuses through false and manipulated information. [မှိုင်းဝေ]
(See the translation of the attached link below the conclusion (14))
4Manipulated Content and Misleading Information
In Myanmar, hate speech that deliberately targets political beliefs, religion, and ethnicity continues to be widely used. Successive governments in Myanmar have often exploited religious tensions as a means of diverting attention from political crises. In particular, significant amounts of hate speech targeting Muslims continue to be observed.
- The View of Sue Telegram channel deliberately disseminated hate speech by sharing footage of a religious procession involving Shia Muslims and falsely claiming that Denmark had become an Islamic country. The channel has repeatedly disseminated fabricated and misleading content targeting Islam and Muslims as part of a broader pattern of anti-Muslim hate speech. [View of Sue]
(See the translation of the attached link below the conclusion (15))
- The View of Sue Telegram channel also shared a video depicting a large religious procession involving Shia Muslims and falsely claimed that England had also become an Islamic country. The post portrayed Muslims as expanding their territory and taking control of multiple countries, thereby deliberately promoting hostility and hatred toward Muslims. [View of Sue]
(See the translation of the attached link below the conclusion (16))
The persistence of such manipulated and misleading narratives demonstrates how anti-Muslim sentiment remains deeply rooted in Myanmar, partly as a result of longstanding propaganda by successive military governments. Muslims have repeatedly been portrayed by military authorities as invaders, expansionists, and religious extremists, contributing to continued misconceptions and prejudice between Muslim communities and the wider public.

10Conclusion
During July, the dissemination of political, conflict-related, and ethnic- and religion-based hate speech and false information remained widespread across online social media platforms in Myanmar, particularly Facebook and Telegram. As armed conflicts intensified, opposing groups increasingly engaged in mutual attacks, incitement, the spread of suspicion, and targeted hostility. Hate speech was rapidly disseminated without verification, particularly in connection with reports of armed conflict, civilian casualties, and economic impacts. These practices have deepened divisions and polarization within communities and continue to pose a significant challenge by contributing to instability and potentially fueling violence on the ground.
The dissemination of religious- and ethnic-based hate speech in Myanmar has become increasingly systematic, sustained, and deliberate across social media platforms. In areas controlled by ethnic armed organizations and locations experiencing intense armed conflict, misinformation has been used to target ethnic communities and minorities, while religion has been exploited to incite hostility, promote discrimination, and generate suspicion and distrust.
Furthermore, online actors have used threats, discriminatory language, and mocking or derogatory expressions targeting individuals and communities based on their religion and ideology, with the apparent aim of fostering hatred and hostility. Videos and other media content from foreign countries have also been manipulated and presented out of context as if they were related to current events in Myanmar, contributing to fear, confusion, and hatred among the public.

An incident that brought shame to Thai Mustache, a Thai nationalist, occurred in southern Thailand on the 22nd. Muslim extremists raided and attacked a security outpost, killing at least five soldiers and injuring many civilians.
The people of southern Thailand had repeatedly demanded the right to secede, but the Thai government did not allow it. As a result, Muslims resorted to violence. As the Muslim population in southern Thailand has grown, their impact on local communities has also increased. There have been attacks on Buddhist monks while they go on alms rounds, and the military has had to provide them with protection for more than a decade.
More than 6,500 people have been killed as a result of attacks by separatists in the provinces of Pattani, Narathiwat, Songkhla, and Yala since 2001. Peace talks between the Thai government and MARA Pattani, an umbrella organization of rebel groups, began in 2015. The Malaysian government has also supported these negotiations. The latest agreement reached between the government and the rebels was that no attacks or bombings would be carried out in major urban areas. However, violence continues.
The Muslims’ dream of separating southern Thailand and establishing a Pattani state has not disappeared. People in Myanmar should also remember that the dream of separating Buthidaung and Maungdaw in Rakhine State has not disappeared either.
The use of violence against Buddhist monks was also tested during the Meiktila riots. They have already seen the Burmese people’s mentality of “touch our religion, and we will respond with the sword,” which is why they are now lying low and keeping quiet.
As the population grows, we will inevitably face a situation like that in southern Thailand. Even if it does not happen during our generation, it may happen during the lifetime of our children and grandchildren.

It is time to be cautious about the Muslims living in Myanmar. In clothing shops, we are now seeing veiled Muslims who cannot speak Burmese. People are also entering and leaving mosques in vans, and Bangladeshis (Rohingya) are reportedly being brought in and taught Burmese.
At a time when Myanmar’s legal system is deteriorating, which government will take responsibility for security and inspections? There are already quite a lot of Muslims in Yangon who cannot speak Burmese. The Myanmar public needs to collectively keep them under control and monitor them.
Be careful of Muslim charity workers who, like Khin Moe, sell meat and curry while pretending to be engaged in charitable activities and are delivering food into mosques.

U Aw Ba Tha (Shwe In Pin) posted a video of a sermon by nationalist monk U Wirathu, which contains religiously-based hate speech targeting Muslims and Islam.
In a speech, nationalist monk Wirathu disseminated anti-Muslim hate speech by using degrading and dehumanizing language to ridicule Islam, Muslims, and Prophet Muhammad. He falsely attributed the Islamic prohibition of pork to climatic conditions in Saudi Arabia and promoted fabricated claims that Muslims consider pigs sacred. He further made a derogatory allegation that Prophet Muhammad was born through a supposed union involving a dog and a pig.
The speech also specifically referred to Muslims in Buthidaung and Maungdaw, reinforcing harmful stereotypes against Rohingya and other Muslim communities. Such statements rely on religious misinformation, animalistic comparisons, and degrading stereotypes to portray Muslims as inherently immoral and inferior, thereby contributing to hostility and discrimination against the Muslim community.

A post circulating online disseminated conflict-related misinformation and religiously framed hate narratives targeting the Kachin Independence Army (KIA) and, indirectly, Kachin and Christian communities. The post falsely portrays the KIA as an organization that emerged primarily as a result of opposition to Buddhism being declared Myanmar's state religion and claims that it deliberately sought to destroy Sagaing Region, which it characterizes as a major center of Buddhist heritage. By framing the ongoing armed conflict as an intentional attack on Buddhism and Buddhist sacred sites, the post promotes hostility toward the KIA and reinforces religiously divisive narratives. The content also presents a one-sided and misleading account of the historical origins of the KIA and the military dynamics of the conflict, while using derogatory language to portray people from Upper Myanmar as politically and militarily uninformed.
