1Introduction
The spread of hate speech and misinformation across social media and other communication channels in Myanmar has the potential to intensify ethnic, religious, and political tensions and to increase conflicts within communities.
This report systematically monitors and analyzes hate speech incidents that occurred in Myanmar during March 2026, examining their primary sources, patterns of dissemination, vulnerable social groups affected, and potential impacts.
The study focuses primarily on violent or inciting content, ethnic and religious insults, and strongly polarized political rhetoric appearing on widely used social media platforms, including Facebook, TikTok, and Telegram. In addition, it proposes legal, technological, and community-based measures necessary to prevent and counter hate speech.
The report also documents how hate speech trends evolved during March in relation to Myanmar’s current political, economic, and social conditions. These findings are intended to serve as a useful reference for peacebuilders, media practitioners, policymakers, and civil society organizations.
2Research Methodology
Hate speech is inherently rooted in emotional expression and subjective sentiment, it does not have a universally accepted definition. For this report, the Burma Human Rights Network (BHRN) defines hate speech as follows:
"Hate speech refers to any form of expression, verbal, written, behavioral, or artistic, that targets an individual or group to express severe criticism, condemnation, or to incite hostility and hatred toward characteristics that should be protected. This includes attacks on fundamental rights and identity, such as religion, language, gender, sexual orientation, citizenship, ethnicity, skin color, beliefs, or physical appearance."
Based on the findings of this study, hate speech is further categorized into the following types:
- Criminalisation: Portraying specific groups as inherent criminals or "sinners."
- Dehumanisation: Stripping individuals of their human qualities or dignity.
- Oppressive Speech: Language used to exert dominance over or bully marginalized groups.
- Incitement: Direct calls for violence, riots, or civil unrest.
- Existential Threat: Characterising specific groups as a fundamental threat to the existence of others.
- Glorification: The celebration or promotion of acts of violence and hatred.
In the context of Myanmar’s ongoing political and military tensions, BHRN continuously monitors and documents hate speech terminology disseminated by the military and its associated propaganda channels.
1Data Collection
Monitored Platforms: Data is gathered from Facebook, TikTok, and Telegram channels.
Content Categories:
- Hate speech related to ethnicity, religion, politics, and gender.
- Content inciting violence and discrimination.
- Harmful misinformation and inciting posts
2Data Approach
- Manual Monitoring: Members of the Hate Speech Monitoring Team systematically review and verify specific keywords, phrases, images, and videos to ensure a high level of accuracy in documentation.
3Data Analysis
- Thematic Classification: Content is grouped into specific themes—such as ethnicity, religion, and politics to identify recurring patterns of targeting.
- Spread Measurement: Engagement (likes, shares, comments) and reach on social media platforms are measured.
- Identification of Key Perpetrators: The study identifies specific groups and individuals responsible for disseminating hate speech, while assessing their level of influence and broader social impact.
4Ethical Considerations
- Data Confidentiality: All monitored and documented information is stored securely. BHRN adheres to a strict policy that prohibits the disclosure of data to the public or unauthorised individuals.
5Limitations
- Platform Coverage: It is not possible to comprehensively monitor all social media platforms
- Encryption Challenges: Some online activities occur on encrypted communication platforms, which pose significant challenges for effective tracking and monitoring.
- Authenticity and Impact: The prevalence of fake accounts and bots complicates assessing the genuine social impact accurately
3Monitoring Activities
This report was compiled by monitoring online and print media used by the military junta and its supporters to disseminate hate speech. During March 2026, BHRN conducted a monitoring exercise with the following results:
- Facebook: monitored 3 groups, one page, and 13 accounts; identified 13 incidents of hate speech.
- Telegram: Monitored 24 Channels; identified 55 incidents of hate speech.
- TikTok: Monitored 24 Accounts; identified 22 incidents of hate speech.
- Print Media: Monitored 2 newspapers and 1 journal.
In total, 98 instances of misinformation/disinformation and hate speech were documented during March. The findings are presented using tables, graphs, and clear descriptive text. This report further analyses the root causes and impacts of hate speech, offering recommendations for prevention and mitigation. Due to significant limitations in achieving comprehensive coverage of the entire social media landscape, there may be undocumented incidents of hate speech that fall outside the scope of this report.
Key Findings
1Targeted Groups
- Religious and Ethnic Minorities: Racial persecution of the Rohingya persists through false allegations labelling them as "illegal immigrants from Bangladesh."
- Similarly, the broader Muslim community is targeted with religious insults and derogatory slurs, such as "Kalar" and "Pork-abstainers" (Whet-ma-sar), intended to dehumanise and demean
- Women: Hate speech targeting women frequently employs dehumanising language, sexual harassment, and the exposure of personal information to damage their reputations and social standing.
- The Chin ethnic group is subjected to oppressive and derogatory rhetoric, including dehumanising terms such as "Vile Chin" (Chin-Amyo-Yoke) and Chin terrorists, used to marginalise and dehumanise the community.
2Methods of Disseminating Hate Speech and Disinformation
- Hate speech targeting Muslims and Rohingya people is disseminated across social media platforms such as Facebook, TikTok, and Telegram in various formats, including posts, videos, and cartoons, promoting ethnic, religious, and political hatred.
- The deliberate spread of fabricated news to create suspicion among the general public.
3Impacts
- The prevalence of these campaigns has led to significant societal consequences:
- Heightened animosity between the Chin Ethnic Group and the Burmese people threatens to exacerbate ethnic tensions.
- Beyond the psychological impact of online harassment, women and activists face severe threats to their physical safety and personal dignity.
- The persistent fueling of racial and religious hatred serves as a major barrier to peacebuilding efforts and a stable democratic transition in Myanmar.

9Conclusion
In March 2026, the spread of hate speech in Myanmar surged, particularly targeting the Muslim community by leveraging tensions between the United States and Iran. Furthermore, due to escalating military tensions and political instability, hate speech targeted at the People’s Defence Forces (PDF) showed no signs of decline.
Incitement of racial and religious conflict centred on Rakhine State, along with "doxing" and mutual threats on platforms like Telegram, saw a significant increase. The dissemination of hate speech varies across different social media platforms. These findings indicate that the situation has evolved beyond simple differences of opinion into a deeper, more systemic pattern of coordinated attacks and the promotion of violence.

Andrew Soe wrote on 1 March 2026:
“Just like those lying kalars.”
“He was killed, he’s dead now. The whole world already knows it. Yet the Iranian foreign minister kalar was livestreaming and stubbornly lying that it wasn’t true.
Just like those kalars, that bald old Hindu clown Aung is also constantly making up stories about attending this meeting and that conference.
This time he wasn’t even invited to the Munich Security Conference 2026 in Germany, but he sneaked in to take selfies and post photos pretending otherwise. They threw him out because he wasn’t on the list. Not an ounce of shame.”

Andrew Soe wrote on 2 March 2026:
“Now do you understand?”
“It wasn’t said for nothing that the Burmese government should keep the mouths of the bad kalars in the village shut and stop them from talking nonsense.
The government should issue laws to restrain those foul-mouthed bad kalars in the village. Otherwise the country could suffer because of them.
That bad kalar Hezbollah leader declared Iran would strike back, and within ten minutes he was finished. Too many like that have been killed to even count.”

Ven U Kundala wrote:
“These Muslims are cunning. During these five years they never openly stood with the revolution, nor openly stood with the junta. They sit on the fence trying to gain from both sides.
But sitting on the fence doesn’t mean support. They are just waiting to profit from whichever side loses.
Even though the whole country has been devastated over these five years, hardly any of them spoke up for the people of Myanmar.
Except occasionally making noise about genocide and the ICJ.
Don’t think Muslims are apolitical or peacefully minding their own business.
Now that the Iran issue happened again, the kalars are roaring once more. Loud and noisy.”

Senior Adviser Sai Naw Kham wrote:
“The Muslim kalars in Myanmar are strange creatures. When it comes to Myanmar’s internal affairs, they run to suck up to America. But now that America attacks Iran, they feel pain for Iran because it shares their religion. Why aren’t they standing with their foster father now? They are never loyal.”

Lin Zaw Kyaw wrote:
“The followers of Muhammad, who raped a nine-year-old girl, the illegal Muslim kalars living parasitically in Myanmar, are supporting the vile Iranian Muslim leaders and the IRGC, who raped a sixteen-year-old girl and publicly hanged her.
It is because they are taught books like Milestones, whose writer was executed in Egypt, in places called mosques that incite Muslim terrorism. They are trying to create religious conflict. We must not be careless.”

Ven U Kundala wrote:
“If a kalar is good, people will even worship him like a god.
If only you behaved properly, no Myanmar ethnic people would dislike you.”

Daily Manna wrote:
“I genuinely want to know the answer. Because of them, Christian countries are no longer as safe for girls as before. Now terrorists are emerging shouting ‘Allahu Akbar.’ Yet they say it is a religion of peace. Anyone can judge just by watching. Is this compassion, or part of a plan?
If Bengalis in Myanmar are accepted as an ethnic group, within fifty years they will rank among the top five in population, spread throughout the country, and continue increasing in numbers. Think for yourselves about what follows.

U Thi Lar Sar wrote:
“Be more afraid than of dog bites.”
“My friend, some people in this world do not fear samsara, but they fear dog bites. Women are even worse.
If people feared samsara the way they fear dog bites, evil people would be rare and good people plentiful. Few would fall into hell and many would reach good realms.
Once I told a woman who feared dogs:
‘If you avoided and despised bad kalars (Muslim kalars) the way you fear dog bites, we would not need to work to protect race, religion, and the faith. There would be nothing to worry about.’
That’s right. If people do not despise and avoid Muslim kalars, race, religion, and the faith will disappear, and people will fall into ruin and hell.
Seeing this, monks and revered abbots are deeply worried and burdened.
Therefore fear dog bites, fear samsara, and also despise and avoid Muslim kalars.
May all beings be happy in body and mind, free from danger and harm, peaceful and calm.”

“This is the sight of illegal immigrant Muslims in Myanmar.
Only the people of Myanmar fail to notice that their population has increased greatly within a year.

From Mandalay all the way to Karen land, even though it was far and you were older, you said you would come even if only to cook rice.
You reached Lay Kay Kaw and stayed together with him. Even when repeatedly asked to go to Saak, you always said no one was beside the captain so you would stay there.
You said you would return to Mandalay together, but now you rest in Karen land, dear Mami.
