1Introduction
During September, a total of 100 items related to hate speech, fake news, and misinformation were documented across Facebook, TikTok, and Telegram. Of these, 40 items were recorded on Facebook, 33 on Telegram, and 27 on TikTok.
During the month, Ma Ba Tha monks, who have played a leading role in ultranationalist movements, conducted inspections of mosques and pressured local authorities. In response to pressure from Ma Ba Tha, local administrative authorities took measures to close mosques [1]. Hate speech targeting Muslims and related communities was identified in connection with these incidents. Hate speech was also observed in response to U Kyaw Moe Tun, Myanmar’s Permanent Representative to the United Nations, joining representatives of other countries who walked out of the UN General Assembly hall during Israeli Prime Minister Benjamin Netanyahu’s address.
The hate speech identified in September targeted individuals and communities on the basis of religion, ethnicity, and gender, with Muslims, Rohingya, and women being particularly targeted. The narratives included assigning collective blame to religious and ethnic groups, associating them with violence and criminality, denying their citizenship, dehumanizing them, and subjecting women to sexually abusive and degrading remarks.
Among the identified categories of hate speech, Guilt Attribution was the most prevalent, followed by Bullying and Harassment as the second most common category, Dehumanization as the third, and Threat Construction as the fourth.
Rather than reproducing the hate speech contained in individual posts, this report focuses on recurring narratives and the ways in which targeted individuals and communities are portrayed across the documented content.
2Research Methodology
As hate speech is generally understood as language or expression arising from hostility or hatred, there is no single universally agreed or comprehensive definition of the term.
For the purposes of this report, BHRN applies the following working definition of hate speech: Hate speech refers to any expression, whether verbal, written, behavioural, or artistic, that targets an individual or group on the basis of protected characteristics and involves severe criticism, condemnation, hostility, hatred, or discriminatory or degrading treatment directed at those characteristics.
For the purposes of this study, protected characteristics include an individual's religion, language, sex, sexual orientation, national origin, ethnicity, skin colour, race, beliefs, citizenship, and physical characteristics, among others.
The hate speech identified during the study was further categorised according to the nature and form of the content. The categories include:
- hate speech portraying targeted individuals or groups as perpetrators or wrongdoers;
- hate speech asserting superiority or dominance over targeted individuals or groups;
- dehumanising or degrading hate speech;
- hate speech that encourages or promotes violence or social unrest;
- hate speech expressed in the form of threats or threatening narratives; and
- hate speech that celebrates or glorifies acts of violence or other actions committed as a result of hatred.
Other forms of hate speech identified during the monitoring period were also categorised according to their characteristics and content.
The documented data include the date on which the content was posted on a social media platform, the name of the author, the social media platform used, reach, the targets of the hate speech, the categories of hate speech, and key terms or expressions used in the content.
In documenting hate speech, BHRN records only content targeting groups with protected characteristics. For example, expressions that deliberately promote hatred against individuals or groups on the basis of religion, ethnicity, gender identity, sexual orientation, skin colour, or citizenship are classified as hate speech. Statements targeting groups that do not fall within the scope of protected characteristics are not classified as hate speech. These include armed groups, political leadership organisations such as the National Unity Government (NUG), the Karen National Union (KNU), and the Kachin Independence Organisation (KIO), as well as military officials and other related entities [2].
Amid ongoing political and military tensions in Myanmar, BHRN conducts daily monitoring and documentation of hate speech contained in news and other content disseminated by the military and its propaganda channels.

3Data Collection
For this report, BHRN conducted qualitative monitoring of three Facebook groups, two Facebook pages, and 13 Facebook accounts, as well as 24 Telegram channels and 24 TikTok accounts, during September 2026. The study systematically analysed and documented identified hate speech, fake news, and misinformation, including the date of publication, social media platform, author’s name, categories of hate speech, fake news, and misinformation, keywords, and targeted individuals or groups.
Because examining each post as an isolated incident is insufficient to identify broader patterns, this report analyses recurring narratives by grouping repeated expressions, targeted individuals and communities, and similar patterns of representation across the documented content.

8Findings
Findings on Facebook
A total of 40 posts were documented on Facebook, comprising 37 items of hate speech, one item of fake news or misinformation, and two other items. The most frequently identified categories of hate speech were Guilt Attribution (29 items), Bullying and Harassment (6 items), and Dehumanization (2 items). The primary targets were Rohingya people (19 items), Muslims (17 items), and women (2 items).
Hate Speech Targeting Rohingya People
One of the prominent narratives portrayed Rohingya as “illegal Bengalis” and undocumented foreign entrants who had unlawfully crossed into Myanmar. In response to an article about Rohingya and Myanmar’s Spring Revolution published on The Irrawaddy’s Facebook page, users characterized the news outlet as a media organization that supported the Taliban. They also denied that Rohingya belonged in Myanmar, portraying them as illegal entrants involved in terrorism and as Bangladeshi nationals.
Some posts went beyond denying Rohingya identity and called for their removal from Myanmar. Other posts argued that opposition to the military coup was necessary while urging both opponents and supporters of the coup to reject Rohingya.
Under a news post published by The Irrawaddy-Burmese, the Facebook account Yetwingyi Kyaung(ရေတွင်းကြီးကျောင်း) portrayed Rohingya as illegal entrants, invaders, and terrorists. The account also used hate speech to depict Rohingya as seeking to expand their influence and take over territory through population growth. The comment received support from 58 users.
(See the translation of the attached link below the conclusion (1))
The Facebook account Min Paing Soe also commented under The Irrawaddy-Burmese’s news post, asserting that Rohingya were merely illegal entrants, that no Rohingya ethnic group existed in Myanmar, and that the Rohingya issue was unrelated to Myanmar. The comment portrayed Rohingya as terrorist infiltrators, reflecting a narrative that denies their identity and belonging in the country.
(See the translation of the attached link below the conclusion (2))
Furthermore, AK Media published hate speech portraying Rohingya people as perpetrators of crimes, alleging that they were engaged in terrorist activities along the Bangladesh–Myanmar border and were involved in kidnapping people from refugee camps, committing rape, abducting and killing individuals, and distributing narcotics.
(See the translation of the attached link below the conclusion (3))
Furthermore, in a news post published on the BBC Burmese Facebook page reporting on Bangladesh’s speech at the United Nations regarding the proposed repatriation of 1.2 million Rohingya from Bangladesh to Myanmar, the Facebook account Ko Thein Win posted comments portraying Rohingya as perpetrators who had entered Myanmar illegally. The comments called for Myanmar to refuse the repatriation of Rohingya and accused them of seeking to expand their religion and seize Myanmar’s territory.
The comments promoted hate speech by depicting Rohingya as a threat to the country’s territorial integrity and religious identity. The post received support from 55 users.
(See the translation of the attached link below the conclusion (4))
Comments comparing Rohingya population growth to that of animals were also identified. The Facebook account Soe Win Than posted a hate speech comment in response to a BBC Burmese post about the proposed repatriation of Rohingya from Bangladesh to Myanmar.
The comment portrayed Rohingya as seeking to expand their territorial presence through population growth, framing them as a threat and assigning collective blame to the community. It also used dehumanizing and derogatory language to demean Rohingya. The comment received support from six users.
(See the translation of the attached link below the conclusion (5))
Overall, the anti-Rohingya narratives identified on Facebook reflected several recurring patterns: denial of Rohingya identity; portrayal of Rohingya people as illegal immigrants; framing their population growth as a threat to Myanmar; and calls for their exclusion from the country through legal or other means.
Hate Speech Targeting Muslims
On the 25th anniversary of the September 11 attacks, the Voice of Unity Facebook page published hate speech portraying Muslims as collectively responsible for the terrorist attacks against the United States, which it characterized as a Christian country. The post framed Muslims as perpetrators of terrorism and assigned collective blame to the religious community.
The same page also shared a video depicting a conflict in England, another country characterized as Christian, and claimed that Muslims were attempting to impose Sharia law. The post asserted that English people were already expelling Muslims before it was too late. By presenting Muslims as a collective threat to the country, the content reinforced a narrative of guilt attribution and hostility towards Muslims.
(See the translation of the attached link below the conclusion (6))
In another instance, nationalist movement supporter and singer Lin Htike Aung released a music video featuring lyrics that portrayed Myanmar people as naïve and warned that they would soon face severe hardship. The lyrics also declared that “we will protect our race and religion” and expressed opposition to Myanmar falling under the influence of “evil forces.”
The video depicted members of Myanmar’s ethnic communities arguing and fighting while a Muslim man watched and laughed. Through these lyrics and visual portrayals, the video represented Muslims as evil and framed them as a threat to the country’s religious and national identity. This narrative promoted religiously based exclusion and dehumanization by portraying Muslims as malevolent outsiders who threatened Myanmar’s society.

Findings on Telegram
A total of 33 items were documented on Telegram, comprising 28 items of hate speech and five items of fake news or misinformation. Unlike the findings from other social media platforms, Telegram contained the highest proportion of hate speech targeting women. Women were the most frequently targeted group, followed by Muslims and Rohingya people.
Hate Speech Targeting Women
Hate speech targeting women on Telegram included sexual harassment, sexual humiliation, and allegations involving women’s sexual conduct. These narratives frequently used sexualized insults and personal shaming to discredit women associated with resistance movements.
The military propaganda Telegram channel Ba Nyunt published content claiming that women who joined resistance groups were being exploited as sex workers. The posts further suggested that their parents would be devastated if they learned about their daughters’ alleged experiences. Such content used sexual humiliation to stigmatize women associated with resistance movements.
(See the translation of the attached link below the conclusion (8))
Another example involved a cartoon depicting women participating in the Civil Disobedience Movement (CDM), which opposes the military regime, as sex workers. The cartoon, drawn by cartoonist Moe Tain, referred to a supposed modern marketplace for CDM participants and was circulated by the military propaganda Telegram channel Hmaing Wai. The content used the arrival of US military personnel at Pattaya Beach in Thailand as a backdrop to sexually demean women involved in the CDM.
(See the translation of the attached link below the conclusion (9))
The military propaganda channel DI Thameedaw (II) circulated content accusing a woman involved in fundraising for resistance groups of misappropriating donations. The post also compared her to a monkey, using dehumanizing language to discredit her and undermine her credibility.
(See the translation of the attached link below the conclusion (10))
In another post, DI Thameedaw (II) shared images of women allegedly involved in a drone attack on Tada-U Airport. The post used sexually derogatory language, claiming that the women had joined the resistance because they were unable to attract male partners. This narrative used sexual humiliation to undermine women’s political convictions and portray their participation in resistance activities as a consequence of their perceived sexual or romantic status.
(See the translation of the attached link below the conclusion (11))
The military propaganda channel Naypyitaw also circulated content targeting Ma Kyi Pya, a secretary of the National Unity Government (NUG). The post accused her of stealing funds and engaging in an alleged sexual relationship with Muslim men. By combining unsubstantiated allegations of financial misconduct with sexualized accusations involving Muslims, the content used gender-based harassment to attack her personal reputation and political standing.
(See the translation of the attached link below the conclusion (12))
Taken together, these findings indicate that gender-based hate speech on Telegram frequently relied on sexual humiliation, personal shaming, and gender-based degradation. Women associated with resistance movements were targeted through sexualized allegations and degrading portrayals intended to discredit their political participation and damage their reputations.
Hate Speech Targeting Muslims
During September, hate speech concerning Muslim places of worship was particularly prevalent on Telegram. The documented content frequently portrayed Muslims as aggressors who threatened Buddhist religious sites, engaged in unlawful encroachment, or sought to expand their religious presence at the expense of Buddhist communities.
The Telegram account Naing Soe and Associates published content under the mocking headline “Pyinmana Stan.” The post used sarcastic and derogatory language to accuse Muslims of occupying Buddhist religious property and constructing places of worship on those sites. It portrayed Muslims as aggressors, reinforcing a narrative that framed Muslim religious activities as a threat to Buddhist communities.
(See the translation of the attached link below the conclusion (13))
The Telegram channel Naung Taw Lay also published hate speech alleging that Muslims were renovating Miba Zay Mosque in U Puttaw Ward, Aungmyethazan Township, Mandalay, despite the mosque reportedly having been sealed. The content portrayed Muslims as invaders and terrorists, framing the alleged renovation as evidence of a broader threat posed by the Muslim community.
(See the translation of the attached link below the conclusion (14))
Similarly, the Telegram channel bone kyaw mg published hate speech portraying Muslims as outsiders who had entered and settled in the country as unwelcome guests. The content used dehumanizing language to demean Muslims and undermine their sense of belonging in Myanmar.
(See the translation of the attached link below the conclusion (15))
Overall, the Telegram findings reveal recurring anti-Muslim narratives that portray Muslim religious activities as unlawful or threatening, depict Muslims as foreign intruders or terrorists, and use derogatory and dehumanizing language to undermine their legitimacy and belonging in Myanmar.
Findings on TikTok
A total of 20 instances of hate speech were documented on TikTok. Muslims were the primary targets, followed by Rohingya. The identified categories of hate speech were Guilt Attribution (11 cases), Bullying and Harassment (5 cases), and Threat Construction (4 cases).
Hate Speech Targeting Muslims
Content encouraging discrimination against Muslims in relation to property ownership was identified on TikTok. The account Emojiis called for people not to sell houses or apartments to Muslims in predominantly Myanmar-populated neighbourhoods. The posts portrayed Muslims as a threat, claiming that selling property to them could make it difficult for Myanmar people to continue living in those neighbourhoods, and urged restrictions on Muslim property ownership.
(See the translation of the attached link below the conclusion (16))
The same account, Emojiis, also disseminated misleading and hateful content by sharing a video showing the exterior of Shwe Bon Thar Mosque in Shwe Nyaung, Shan State, and falsely claiming that the mosque was being expanded under the pretext of earthquake damage.
Although freedom of religion is officially recognized in Myanmar, restrictions remain in place on the repair of Islamic religious buildings damaged or destroyed by the March 2025 earthquake. Individuals and groups who identify themselves as defenders of race, religion, and Buddhism have also campaigned against granting permission for the repair and reconstruction of Muslim religious buildings.
(See the translation of the attached link below the conclusion (17))
In a video, the POLARIS TikTok account referred to international incidents involving bomb attacks on Jewish places of worship and the deportation of supporters of Sharia law. It then called for Myanmar to close “illegal mosques” and deport people who support Sharia law, extending the narrative of religious exclusion to Muslims in Myanmar.
(See the translation of the attached link below the conclusion (18))
In relation to the reconstruction of Maibyi Market Mosque in Aungmye Tharzain Township, Mandalay Region, the KoKoGyi TikTok account accused Muslims of taking advantage of Myanmar’s political instability to rebuild the mosque unlawfully. The post portrayed Muslims as outsiders or guests rather than members of the country’s population and framed their actions as wrongdoing.
(See the translation of the attached link below the conclusion (19))
Cross-Platform Findings
Muslims were the most frequently targeted group across the platforms monitored. On Facebook, Muslims were most commonly portrayed as perpetrators of violence and crime and as disloyal to the country.
On Telegram, Muslims were frequently associated with criminality and dishonesty, and subjected to dehumanizing language.
On TikTok, the most common narratives called for restrictions on Muslims’ property ownership and mosque-related activities, as well as their deportation.
Narratives denying Rohingya identity were also identified. The most common portrayals labelled Rohingya as “Bengalis” or illegal entrants, rejecting their identity and questioning their belonging in Myanmar.
Gender-based hate speech was more prevalent on Telegram. Women were targeted through sexually degrading and humiliating remarks intended to undermine their dignity and damage their reputations.
Fake News and Misinformation
The View of Sue Telegram channel recirculated an unverified foreign news story to spread further hate speech. The channel, which regularly disseminates fake news and misinformation, shared an image of a young girl reportedly subjected to rape overseas and circulated a fabricated story falsely attributing the alleged crime to Muslims. The post used this unverified claim to promote anti-Muslim hate speech.
(See the translation of the attached link below the conclusion (20))
The Hmaing Wai Telegram channel, reportedly operated by a captain in the Myanmar military, deliberately disseminated false information about women who had participated in the Civil Disobedience Movement (CDM) in non-violent opposition to the military coup. The channel portrayed women CDM participants living abroad as sex workers, using sexually degrading allegations to attack their dignity and discredit their participation in anti-dictatorship resistance. It also labelled them as traitors to the country, combining gender-based harassment with politically motivated hate speech.

10Conclusion
Throughout September 2026, hate speech and harmful content continued to circulate across social media platforms in Myanmar. The combined dissemination of propaganda and misinformation exploiting ethnic, religious, and political divisions to target minority groups and political opponents remained a major concern. Content targeting minority communities, ethnic and religious groups, and political opponents was identified across platforms including Facebook, Telegram, and TikTok. Hate speech took forms beyond direct incitement to violence, including portraying entire groups as criminals, dehumanizing them, subjecting them to humiliation, and promoting discriminatory attitudes and practices.
Misinformation, disinformation, and unverified claims also continued to be used alongside hate speech to fuel fear, distrust, and hostility within communities. Some content was amplified through repeated sharing across accounts, pages, and channels, enabling harmful narratives to reach wider audiences. This creates a risk that online hate speech may extend beyond the digital environment and contribute to social tensions and discrimination in offline settings.
Overall, the spread of hate speech remained a serious concern across social media platforms in September. The interaction between hate speech, misinformation, and propaganda continues to pose a significant challenge. Timely identification and documentation of hate speech, verification of information, stronger content monitoring and moderation by social media platforms, and public awareness initiatives to discourage the spread of hatred within communities are therefore essential.

AK Media Live: Allegations Against Rohingya Refugees and Armed Groups
Headline: “RSO Member Arrested for Drug Smuggling at a Refugee Camp in Bangladesh”
AK Media Live | 9 September 2026
According to the post, a Bengali man identified as Abu Tayyib, allegedly a member of the Rohingya Solidarity Organisation (RSO), was arrested the previous day by Bangladesh’s Armed Police Battalion (APBN) on suspicion of drug smuggling. The arrest reportedly took place in Block D-2 of Camp No. 4 in the Balukhali refugee camp, Ukhiya Township, Cox’s Bazar District.
The post alleged that Abu Tayyib smuggled drugs to purchase weapons, ammunition, and supplies for the RSO. It further claimed that he had been involved in serious crimes allegedly committed under the orders of RSO commanders.
The post went on to accuse several armed groups—ARSA, RSO, ARA, and RIM—of operating from Bengali refugee camps in Bangladesh and committing crimes in local communities along the Arakan–Bangladesh border, including kidnapping, abduction and murder, rape, and drug trafficking.
It concluded by claiming that Rohingya refugees in the camps had called on the Bangladesh government to strengthen security and take legal action against members of the named armed groups.
