1Introduction
The Myanmar military and its supporters have been spreading religious hate speeches targeting ethnic minorities and religious minorities to create division and disunion among the revolutionary forces. The junta is disseminating its ideology by means of hate speech. Moreover, the 2021 coup accelerates persecution, marginalization and violence against persecuted communities. The junta is using hate speech as a tool to create fear and disunion among the communities. The military is trying to keep their power longer and to continue their persecution by creating hate speeches that target ethnic and religious groups.
The junta and its supporters are circulating hate speeches in various ways, via both online and printed media, to deviate public attention from revolution.
The objective of the BHRN monthly report is to monitor and analysis hate speeches circulated by the military and its supporters. BHRN documented a total of 176 hate speech cases in December 2023.
2Methodology
Research Methodology
As hate speech is a term that comes from emotion, there is a wide spectrum in defining it, not a specific one. BHRN, therefore, standardizes the definition of hate speech for this report as follows. Hate speech in this report means aggressiveness and hatred against protected characteristics of a person or a group, blaming, discriminative expression, writing, gesture, or art expression of excoriation, or dehumanization.
It means attacking someone’s faith, language, gender, sexual orientation, origin, ethnicity, skin colour, race, belief, citizenship and physical appearance. The monitored hate speeches were categorized as (1) Criminalizing Hate Speech, (2) Abusive Hate Speech, (3) Dehumanizing Hate Speech, (4) Violence Inciting Hate Speech, (5) Threatening Hate Speech, and (6) Hate Speech that supports prejudicial actions inspired by hate speech.
BHRN has daily documented hate speech terms and usages found in the contents – based on the current political crisis - disseminated by the military.
This report was written after monitoring both online and printed media which were used by Junta and its supporters to spread their hate speeches. Especially, BHRN has monitored 15 Facebook groups, 44 Facebook Accounts, 10 Tiktok Accounts, 24 Telegram Channels and 4 Printed Media during December.
Junta’s Propagative Methodology
The Myanmar junta is using hate speech to boost its propagative mechanism. The propagative mechanism includes repeating something again and again, dominating mentality, deception and manipulating data. By using those techniques, the Myanmar junta is creating narratives that promote their image as “the protector of the nation and the religion”.
The junta is using hate speech to stimulate serious emotions such as aggressiveness, fear and indignation. The junta is using those emotions to create hatred against its targeted area and organizations by means of fabricated cases and distortive information. This can lead to giving up and disunion among revolutionists.
This disunion will lead to a situation that which the people focus on raising questions and blaming each other among the community rather than focusing on fighting against persecuted policies of the military.
Context of misinformation as hate speech
In this report, BHRN has analysed hate speech in the context of the ongoing political tensions in Myanmar. Sometimes, when measured by international standards, what might look like misinformation takes on a different significance in the aftermath of the 2021 coup. This is because misinformation, particularly when aimed at individuals, groups with opposing political beliefs, or minority religious communities, can have severe consequences, even leading to loss of life and the intensification of religious and community conflicts.
Hate speech in Myanmar's current political climate is more than just false information; it can be a catalyst for very real and harmful outcomes, especially in the post-coup environment. Understanding this complex relationship between hate speech, misinformation, and their tangible impacts is crucial for grasping the region's broader social, political, and intergroup dynamics.
3Findings of hate speech in Social Networks
A total of 176 hate speech cases were found during BHRN’s monitoring process this month. When Facebook accounts were disabled, some created new accounts and some moved to Telegram channels. The military mainly used Telegram channels to spread hate speeches and the hate speeches were done through the cartoons more in this month.
Hate speech targets and expressions
In this month’s monitoring, hate speech targeted the most was PDF and the second was NUG and the third was Muslim community. Moreover, hate speeches targeting Ethnic groups were found as well.
In addition, the most used terms of hate speech for this month are "dog, terrorist, rebel, illegal Bengali, Kalar (a derogatory term referring to Muslim), militant.”
Hate Speeches targeted to Muslim Community
1. A pro-military San San Facebook account posted a statement titled "A statement by Muslim organizations to inform the people of Rakhine State". The statement includes (3) points. These (3) points are -
(1) Rakhine people are waging wars to try to establish liberated Rakhine State, but in this Rakhine state, our Muslim people as well as other ethnic groups are living in.
(2) In addition to our Muslim people, Dinenet, Myo, Thet, Khami, Hindu people do not accept but oppose to the forming of Rakhine Liberated State.
(3) Therefore, we announce that if AA's wars in order to establish the Rakhine State are not stopped, we will respond to the Rakhine people with the support of Islamic organizations and the people who left Myanmar during the 2012 to the 2017 fleeing. The statement aims to turn aside the harmony between the ethnic groups in Rakhine State.

A pro-military Telegram Channel named as “Kyaw Swar” posted on December 14, 2023 that U Kyaw Moe Tun said that if the OIC countries gave them 153 million dollars as a grant, they will recognize the illegal Bengalis as an ethnic group and issue ID cards for them. Hate speech written about mosques
Naw Thirisan Facebook account posted that if the PDFs in Yangon raided a mosque and fought from the mosque, they can have the chance to win, describing that the revolutionary forces against the army are only doing damage to the religious buildings of Buddhism as they are worried of damaging mosques. That post used Criminalizing Hate Speech.
U Ninanda's Facebook account shared the photo of 10 extremist monks, led by the ultra-nationalist monk Tharazawti, inspecting the mosque in Yaylalkalay Village, Maubin Township, Maubin District, Ayeyarwady Division. He posted if that mosque is not quickly dismantled, ethno-religious conflicts might break out.
On December 10, 2023, Kayan Ma Lay Facebook account posted a hate speech to drop a bomb to the Kalar (Muslim) mosque in the west of the old temple in Minkalar Ward, Loikaw Township, as that mosque is encouraging and supporting the destruction of the country from behind.
That post used Criminalizing Hate Speech to take action against the mosque that the mosque is helping to destroy the country. In addition, on December 11, she posted that, "What is the meaning of the fact that Buddhist monasteries, Christian churches were hit by weapons, but the mosques were not hit by weapons?"

On December 4, a pro-military Telegram Channel named as “Mhinewai” posted that the people are now asking to suppress the terrorist dog PDFs. That post used Dehumanizing Hate Speech against PDFs by comparing them to a dog.

(A) Hate Speeches targeted Rohingya Community
“ARSA is a fake identified Rohingya army of Rakhine State and waiting for the opportunity to create instability inside Myanmar. So that we should be alert for it. The displaced refugees in Rakhine State are not really refugees but they are pretended refugees who are supposed to create fake stories.
ARSA intends to build its own state by mixing religion, politics, and ethnicity together.
When the military and Rakhine people did the clearance operation against the Rohingya, for the safety of its own citizens, the Rohingya people burnt down their villages and their people themselves before fleeing to another country, and they called it genocide. Those Rohingya who did not want to leave their villages were threatened and taken away to another country, in order to create refugee camps. Even though the issue of Rohingya in Northern Rakhine State was not widely discussed among Rakhine people and in Rakhine State, the movement and the activism on Rohingya issue is still very active among those Rohingya who live abroad and those who get support from OIC members and Western countries, and also among NUG officials who want to trade the country.

(B) Hate Speeches targeting to Ethnic Armed Organizations
KIA/KIO burnt the Sagaing Region down by fire and encouraged Sagaing Buddhist people to kill over 80 Buddhist monks. They encroached on the religion and let the PDF kill over 80 Buddhist monks. KIA created TNLA and AA who are making wars. It is necessary to destroy Laiza where the terrorist made their foundation by the method of colonialism with the help of the CIA. MNDAA gave an interview after 1027 operation that they will not discuss with Junta and their objective is to get their region back. In this month, ultranationalist Buddhist monks went to mosques and threaten the community. Moreover, they even stimulate to destroy the mosques. In addition, it was written that ethnic armed organization fighting against the Junta, are getting support from OIC and Western countries to destroy Buddhism and the union. NUG is also taking support from OIC to destroy the union. Muslim in northern Rakhine State are also getting support from OIC and ARSA is planning the colonize Rakhine State.

What is their intention? ARSA intends to build its own state by mixing religion, politics, and ethnicity altogether. Their first step is to draw the attention of the international community in the name of Human Rights. They even had the power to attack over 30 police stations at the same time.
Over 90% of Rohingya population in northern Rakhine such as Sittwe, Rathedaung, Buthidaung and Maungdaw townships are Rohingya nowadays. They even live in Mon State, Karen State and Tanintharyi Region. When we look at where they live, we can easily see how they have connected southern Thailand to Indonesia and Malaysia as a Green Belt. ARSA is also a connecting organization of terrorist organizations in the Middle East.

The UN organizations are one-sided. The 54th General Assembly of UN Human Rights Commission was held on 11th of September 2023, without the presence of Myanmar representatives. The meeting made a lot of false allegations against Myanmar.
Myanmar is collaborating with Bangladesh for the repatriation process. Myanmar Immigration Minister U Myint Khaing went to the Bangladesh to check the population and the number of people who will be repatriated during the first pilot project. They also checked if those people really lived in Myanmar before. According to New Bilateral Initiative, Myanmar has agreed that those who want to do voluntary return and those who did not have any crime in Myanmar will be repatriated during the Pilot Project.

BHRN ၏ လစဉ် အမုန်းစကား အစီရင်ခံစာ ရည်ရွယ်ချက်မှာ အာဏာသိမ်းစစ်တပ်နှင့် ၎င်း၏ ထောက်ခံအားပေးသူများ ကျူးလွန်ဖြန့်ဝေနေသည့် ဆိုရှယ်မီဒီယာနှင့်ပုံနှိပ်မီဒီယာများမှ အမုန်းစကားများ၏ လားရာများကို အနီးကပ် စောင့်ကြည့်ခြင်း၊ ခွဲခြမ်းစိတ်ဖြာခြင်းတို့ဖြစ်သည်။ 2023 ခုနှစ် ဒီဇင်ဘာလတွင် BHRN သည် အမုန်းစကား ၁၇၆ ခုကို မှတ်တမ်းတင်ခဲ့သည်။
၂သုတေသနနည်းနာ
အမုန်းစကားသည် စိတ်ခံစားမှု အမုန်းတရားပေါ်မူတည်ပြီး ပေါ်ပေါက်လာသော စကားရပ်ဖြစ်သည့် အလျောက် အဓိပ္ပါယ်ဖွင့်ဆိုရန် ကျယ်ပြန့်ပြီး တိကျသော ဖွင့်ဆိုချက်ဟူ၍ မရှိပေ။ သို့ဖြစ်ရာ ယခုအစီရင်ခံစာ၏ရည်ရွယ်ချက်အတွက်အမုန်းစကားဖွင့်ဆိုချက်ကို BHRN မှ အောက်ပါအတိုင်း သတ်မှတ်ထားသည်။
အမုန်းစကားဟူသော စကားရပ်သည် တစ်စုံတစ်ဦး သို့မဟုတ် အုပ်စုတစ်စုကို ရည်ရွယ်၍ ၎င်းတို့ ထိန်းသိမ်းကာကွယ်ထားသည့် ကိုယ်ပိုင်ဝိသေသလက္ခဏာများကို ပြင်းထန်စွာ ဝေဖန်ခြင်း၊ ပြစ်တင်ခြင်း၊ မုန်းတီးခြင်း၊ ရန်လိုခြင်း၊ ခွဲခြားနှိမ့်ချ ဆက်ဆံမှုများကို ထုတ်ဖော်ပြောဆိုခြင်း၊ စာဖြင့်ရေးသားခြင်း၊ အမူအယာဖြင့် ဖော်ပြခြင်း၊ အနုပညာဖြင့် သရုပ်ဖော်ခြင်းတို့ကို ဆိုလိုသည်။

BHRN သည် လက်ရှိမြန်မာနိုင်ငံတွင် ဖြစ်ပေါ်နေသည့် အထွေထွေနိုင်ငံရေးအကြပ် အတည်းများပေါ်မူတည်ပြီး စစ်တပ်မှ ဝါဒဖြန့်သည့် သတင်းအကြောင်းအရာများတွင် ပါဝင်သည့် အမုန်းစကားအသုံးအနှုန်းများကို နေ့စဥ်လေ့လာစောင့်ကြည့် မှတ်တမ်းတင်ထားပါသည်။
အမုန်းစကားများ ဖြန့်ဝေရန်အတွက် စစ်အစိုးရနှင့် ထောက်ခံသူများ အသုံးပြုနေသည့် အွန်လိုင်းနှင့် ပုံနှိပ်မီဒီယာတို့ကို စောင့်ကြည့်ခြင်းဖြင့် ဤအစီရင်ခံစာကို စုစည်းထားပါသည်။ အထူးသဖြင့် BHRN သည် 2023 ခုနှစ် ဒီဇင်ဘာလအတွင်း Facebook အဖွဲ့ ၁၅ ခု၊ Facebook အကောင့် ၄၄ ခု၊ Tiktok account ၁၀ ခု၊ Telegram Channels ၂၄ ခုနှင့် Printed Media ၄ ခုကို နေ့စဉ် စောင့်ကြည့်ခဲ့ပါသည်။
စစ်ကောင်စီဝါဒဖြန့်မှုနည်းနာများ
စစ်ကောင်စီသည် အမုန်းစကားများကို အသုံးချ၍ ဝါဒဖြန့်ခြင်းသည် ၎င်းတို့၏ ဝါဒဖြန့်မှုကို ထိထိရောက်ရောက် အသုံးပြုလျက်ရှိသည်။ ထိုဝါဒဖြန့်နည်းလမ်းများတွင် ထပ်ခါတလဲလဲပြောဆိုရေးသားခြင်း၊ စိတ်ပိုင်းဆိုင်ရာ ကြိုးကိုင်ခြယ်လှယ်ခြင်း၊ လှည့်စားခြင်း နှင့် အချက်အလက်များကို ကောက်နှုတ်ရွေးချယ်တင်ပြခြင်းတို့ ပါဝင်သည်။ ထိုနည်းလမ်းများကို ကျင့်သုံးခြင်းဖြင့် အာဏာရှင်စစ်တပ်သည် ၎င်းတို့၏ အတွေးအခေါ်ကို မြှင့်တင်ပေးသည့် ဇာတ်ကြောင်းများကို ဖန်တီးကာ “တိုင်းပြည်အား ကာကွယ်ပေးနေသူများအဖြစ်လည်းကောင်း၊ အမျိုးဘာသာ သာသနာအား စောင့်ရှောက်သူများအဖြစ်လည်းကောင်း ပုံဖော်ထားကြသည်။
အမုန်းစကားများကို အသုံးပြု၍ စိတ်အလိုမကျမှု၊ ဒေါသဖြစ်မှု၊ ကြောက်ရွံ့မှု သို့မဟုတ် နာကြည်းမှုကဲ့သို့သော ပြင်းထန်သော စိတ်ခံစားမှုများကို လှုံ့ဆော်ပေးသည့် ဝါဒဖြန့်ဖြန့်ကျက်မှုကို အသုံးပြုလျက်ရှိသည်။ စစ်အစိုးရသည် ပစ်မှတ်ထားသော နယ်မြေများ၊ အဖွဲ့အစည်းများနှင့် ပတ်သက်သည့် စွပ်စွဲထားသော ဖြစ်ရပ်များ သို့မဟုတ် ပူးပေါင်းဆောင်ရွက်မှုများကို ပုံဖျက်ထားသည့် ဖြစ်ရပ်များကို အဆိုပါ စိတ်ခံစားမှုများကို အသုံးချပြီး ပြည်သူများအကြားရောက်ရှိအောင် ဖြန့်ဝေသည့်နည်းကို အသုံးပြုသည်။ ထိုသို့ပြုလုပ်ခြင်းဖြင့် ပြည်သူများသည် တော်လှန်ရေးအပေါ် စိတ်လျော့ခြင်း၊ အချင်းချင်းစိတ်ဝမ်းကွဲမှုများကို ပိုမိုဖြစ်ပေါ်စေနိုင်သည်။
ထိုသို့ အချင်းချင်းအကြားစိတ်ဝမ်းကွဲမှုများဖြစ်ပေါ်သည့်အခါ လူ့အဖွဲ့အစည်းသည် စစ်တပ်၏ ဖိနှိပ်ချုပ်ချယ်သော မူဝါဒများကို အပြစ်တင်ခြင်း၊ မေးခွန်းထုတ်ခြင်းဘက်သို့ အာရုံမရတော့ပဲ လူ့အဖွဲ့အစည်းအကြား အချင်းချင်း မေးခွန်းထုတ်ခြင်း၊ စိတ်ပျက်မှုများဖြစ်ပေါ်ခြင်းနှင့် နာကြည်းမှုများဖြစ်ပေါ်ခြင်းတို့ကို ဖြစ်ပေါ်စေသည်။
၃လူမှုကွန်ယက်များတွင် အမုန်းစကားတွေ့ရှိချက်များ
BHRN၏ ယခုလလေ့လာစောင့်ကြည့်မှုတွင် အမုန်းစကားအရေအတွက်( ၁၇၆ ) ခုကိုတွေ့ရှိခဲ့ပါ သည်။ Facebook Account များပျက်ပါက အကောင့်သစ်များဖွင့်ခြင်းနှင့် Telegram channel များကို ပြောင်းလဲအသုံးပြုလာကြသည်။ စစ်ကောင်စီသည် ၎င်းတို့၏ ဝါဒဖြန့်ဝေမှုအား Telegram channel များကို အဓိကထားအသုံးပြုပြီး အမုန်းစကားများကို ကာတွန်းများဖြင့် ဖော်ပြလာမှုကိုတွေ့ရှိလာရပါသည်။
အမုန်းစကားဦးတည်ပစ်မှတ်များနှင့် အသုံးအနှုန်းများ
ဒီဇင်ဘာလ လေ့လာစောင့်ကြည့်မှုတွင် တွေ့ရှိရသည့် အမုန်းစကားများ၏ ဦးတည်ပစ်မှတ်များမှ ယခုတွေ့ရှိမှုတွင် အမုန်းစကားဦးတည် တိုက်ခိုက်ခံရမှု အများဆုံးမှာ PDF များဖြစ်ပြီး ဒုတိယတိုက်ခိုက်မှုအများဆုံးမှာ NUG ဖြစ်ပြီး တတိယ အများဆုံးမှာ မွတ်စလင် တို့ဖြစ်သည်။ ထို့ပြင် တိုင်းရင်းသားလက်နက်ကိုင်အဖွဲ့အများကို ဦးတည်တိုက်ခိုက်သည့် အမုန်းစကားများကိုလည်း တွေ့ရှိရသည်။
ထို့ပြင် ယခုလတွင် အမုန်းကားများတွင် အသုံးအများဆုံးအသုံးအနှုန်းများမှ ခွေး၊ အကြမ်းဖက်၊ သူပုန်၊ ခိုးဝင်ဘင်္ဂါလီ၊ ကုလား၊ စစ်သွေးကြွ စသည်တို့ ဖြစ်သည်။
အစ္စလာမ်ဘာသာဝင်များအပေါ် ဦးတည်တိုက်ခိုက်သည့် အမုန်းစကားများ
၁။ မွတ်စလင်အဖွဲ့အစည်းများက ရခိုင်ပြည်နယ်ရှိ ပြည်သူများသိရှိစေရန် ကြေညာချက် ဟု ခေါင်းစဉ်တပ်ထားသည့် ကြေညာချက်တစောင်ကို စစ်တပ်ထောက်ခံသည့် စံစံ အကောင့်မှ ဖြန့်ဝေခဲ့သည်။ ထိုကြေညာချက်တွင် အချက်(၃) ချက်ပါဝင်သည်။ ၎င်း (၃)ချက်မှာ
(က) ရခိုင်လူမျိုးများ ရက္ခိတနိုင်ငံတော်ဖော်ဆောင်ရန် စစ်ပွဲများ ဆင်နွှဲနေသော်လည်း ဤရခိုင်ပြည်နယ်တွင် ငါတို့မွတ်စလင်လူမျိုးများအပြင် အခြားသော တိုင်းရင်းသားများလည်း နေထိုင်ကြသည်။
(ခ) ရခိုင်နိုင်ငံတော် ဖော်ဆောင်နေမှုအား ငါတို့မွတ်စလင်လူမျိုးများအပြင် အခြားသော ဒိုင်းနက်၊ မြို၊ သက်၊ ခမီး၊ ဟိန္ဒူလူမျိုးများမှ လက်မခံဆန့်ကျင်သည်။
(ဂ) သို့ဖြစ်၍ AA ၏ ရက္ခိတနိုင်ငံထူထောင်ရန် တိုက်ပွဲများ ဖော်ဆောင်နေမှုများအား ရပ်တန့်မှုမရှိပါက အစ္စလာမ်အဖွဲ့အစည်းများ၏ အထောက်အပံ့ရယူပြီး ၂၀၁၂/ ၂၀၁၇ အရေးအခင်း ထွက်ခွါသွားသော အင်အားစုများဖြင့် ရခိုင်လူမျိုးများအားစ တုန့်ပြန်သွားမည်ဖြစ်ကြောင်း ကြေညာအပ်သည်။ဟုပါသော ကြေညာချက်ကို ရခိုင်ပြည်နယ်အတွင်း လူမျိုးစုများအကြား သဟဇာတ မဖြစ်စေရန် ရည်ရွယ်ရေးသားသည့် ရေးသားချက်များကို စံစံ အကောင့်မှ ရေးသားဖြန့်ဝေထားသည်။

NUG အစိုးရသည် အနောက်အုပ်စုနိုင်ငံ အထူးသဖြင့် အမေရိကန် နိုင်ငံ၏ ရုပ်သေးရုပ်များ အဖြစ် ရှိနေပြီး တိုင်းပြည်ကို အနောက်နိုင်ငံများ၏ အလိုကျ ဖျက်ဆီးနေသည့်အတွက် နိုင်ငံနှင့် ပြည်သူများ ဒုက္ခရောက်နေဦးမည်ဟု NUG အား ပြစ်သားများအဖြစ် ပုံဖော်ရေးသားထားသည့် အမုန်းစကားကို အိုင်ဒီယာ ကလောင်အမည်ဖြင့် ကာတွန်းရေးဆွဲထားပြီး Ka Ka Han Channel မှ ဖော်ပြထားသည်။ Ka Ka Han Channel မူရင်းပို့စ်

ARSA ၏ ရည်ရွယ်ချက်သည် ဘာသာရေး၊ နိုင်ငံရေး၊ လူမျိုးရေး တို့နှင့် ရောသမ လှုပ်ရှားပြီး ကိုယ်ပိုင်နိုင်ငံ ထူထောင်နိုင်ဖို့ဖြစ်သည်။
