1Introduction
While social media remains an important space for exchanging information, expressing opinions, and engaging in free discussions, it is now increasingly being used to spread hate speech. Content inciting violence based on race, religion, politics, and gender is spreading widely. In March, hate speech in Myanmar’s social media posts notably increased, particularly in relation to conflict-affected areas, political conditions, and ongoing tensions between different ethnic groups.
This report systematically compiles and analyzes hate speech, discriminatory content, and incitement to violence disseminated on Myanmar’s social media platforms during the month of March. It also examines their social, political, and security impacts. It is important to note that such hate speech can further intensify conflicts within communities and obstruct peacebuilding efforts.
Our objective is to raise awareness about the dangers of hate speech and to encourage the responsible use of social media. This report is intended to support the government, civil society organizations, and media groups in developing policies aimed at combating hate speech.
2Research Methodology
As hate speech is a term that comes from emotion, there is a wide spectrum in defining it, not a specific one. BHRN, therefore, standardized the definition of hate speech for this report as follows. Hate speech in this report means aggressiveness and hatred against protected characteristics of a person or a group, blaming, discriminative expression, writing, gesture, or art expression of excoriation, dehumanization.
It means attacking someone’s faith, language, gender, sexual orientation, origin, ethnicity, skin color, race, belief, citizenship and physical appearance. The monitored hate speeches were categorized as (1) Criminalizing Hate Speech, (2) Abusive Hate Speech, (3) Dehumanizing Hate Speech, (4) Violence Inciting Hate Speech, (5) Threatening Hate Speech, and (6) Hate Speech that supports prejudicial actions inspired by hate speech.
BHRN has daily documented hate speech terms and usages found in the contents – based on the current political crisis - disseminated by the military’s propagative channels during the political and war tensions.

Monitoring
This report was written after monitoring both online and printed media which were used by Junta and its supporters to spread their hate speeches. BHRN has recorded a total of 10 hate speech posts from monitoring 3 Facebook groups and 13 Facebook accounts, a total of 57 hate speech posts from monitoring 24 Telegram channels, and 18 posts from 24 Tik Tok accounts. In the printed media, two newspapers and one journal were also monitored. A total of 85 hate speech cases were recorded during January of 2025. There are many limitations to conducting monitoring that can cover the entirety of Burmese social media, and there may be cases of hate speech that go unreported here.
Context of misinformation as hate speech
In this report, BHRN has analysed hate speech in the context of the ongoing political tensions in Myanmar. Sometimes, when measured by international standards, what might look like misinformation takes on a different significance in the aftermath of the 2021 coup. This is because misinformation, particularly when aimed at individuals, groups with opposing political beliefs, or minority religious communities, can have severe consequences, even leading to loss of life and the intensification of religious and community conflicts.
Hate speech in Myanmar's current political climate is more than just false information; it can be a catalyst for very real and harmful outcomes, especially in the post-coup environment. Understanding this complex relationship between hate speech, misinformation, and their tangible impacts is crucial for grasping the region's broader social, political, and intergroup dynamics.
3Findings of hate speech in Social Networks
Main Findings
1Targeted Groups
- Muslims and Rohingya: Subjected to racial oppression through false accusations such as being "Bangladeshi immigrants" and "plotters of racial conflict."

- Female Activists: Targeted with gender-based suppression, exposure of personal information, and defamatory accusations intended to undermine their dignity.
2Methods of Hate Speech Dissemination
- Media Platforms: Content that fuels racial and religious conflicts is shared through Facebook groups, Telegram channels, and TikTok accounts.
- Exploitation: Emergency situations such as natural disasters (e.g., earthquakes) are opportunistically used to spread religious and racial hate speech.
3Impacts
- Increased Conflicts: Escalation of tensions within society, particularly in Rakhine State, Kachin State, and other conflict-affected areas, leading to instability among ethnic groups.
- Harm to Women: Threats to the safety and dignity of women, including both online and offline harassment and intimidation of female activists.
- Obstruction to Peacebuilding: Hindrance to peacebuilding efforts and obstruction to the democratic transition process.
Hate speeches targeting Muslim Community including Rohingya
The Muslim community in Myanmar is currently facing a variety of challenges. Recently, on March 28, a powerful 7.7-magnitude earthquake struck central Myanmar, causing extensive destruction. As of March 31, reports indicated that more than 2,000 people had died. However, despite this national tragedy, hate speech targeting Muslims has persisted.
In Yangon, particularly in Thingangyun Township where the majority of Muslims reside, hate speech has been circulated alleging that Muslim administrators are targeting Buddhist youths for forced military conscription. Based on the fears of young people, a Facebook user named Thet Wai posted this hate speech in the "Thingangyun News Update" group, spreading claims that during the Muslim holy month, Muslim business owners had bribed authorities. The post also falsely stated that most of the social welfare volunteers are Muslims, urging people to be cautious—thereby disseminating misinformation and fueling hate speech against the Muslim community.

On March 28, following the powerful earthquake in Myanmar, more than 50 mosques in central Myanmar were reported to have collapsed, according to news published by Mizzima News Agency. In response to this, a Facebook user named Moe Aung Moe posted a hate-filled comment, stating that all those religious buildings "deserved to collapse." The post included hateful remarks toward religion and expressed intolerance toward religious diversity. Such language undermines social harmony and coexistence among different communities. Due to the severe impact of the earthquake, a mosque in Mandalay—Shwe Bon Hlyan Mosque—collapsed. BBC Burmese reported on March 29 that aid and assistance efforts were delayed. Under this news post, a Facebook user named Mil Ky Way made a hate-filled comment, falsely claiming that the delay in aid was because a Muslim student from Taungoo had allegedly committed a rape and murder. This fabricated accusation was used to justify the lack of assistance and to spread hate speech against the Muslim community.
Original Post (See the translation of the attached link below conclusion – 3)
On TikTok, an account under the name General Min Aung Hlaing posted content urging followers to thoroughly inspect the remains of the mosques damaged by the earthquake. The post claimed that among the rubble of many collapsed mosques, weapons and bomb-making materials might be found. This narrative framed most of the mosques as militant bases, portraying them not as places of worship but as centers of violence—clearly spreading hate speech and reinforcing dangerous stereotypes against the Muslim community.

Hate Speeches targeting Rohingya
There are ongoing conflicts between the Rohingya and other ethnic groups in Myanmar, and battles between the Arakan Army and the Myanmar military are still taking place. Due to these circumstances, the Rohingya find themselves in a position as a common target of the two societies. To this day, the future prospects of the Rohingya remain uncertain.
Due to the ongoing crises in northern Rakhine State, many Rohingya refugees have crossed the border into Bangladesh. A Facebook account named Dr. Demo Sate Phwar posted hate speech saying that these refugees are facing hunger due to lack of food, theft and other criminal activities occurring within the camps. Additionally, many are solely interested in looting land rather than seeking employment. Furthermore, there have been writings about women being subjected to immoral treatment, though no concrete evidence has been provided. This has led to the spread of hateful speech targeting the Rohingya, using derogatory language to belittle and demean them.
Original Post (See the translation of the attached link below conclusion – 5)
A Facebook account named Naing Naing posted hate speech that Rohingya from northern Rakhine State are the ones who illegally entered Myanmar as refugees due to the 1971 Pakistan-Bangladesh civil war. The post claims that since the Rohingya are refugees from Bangladesh, the responsibility for them should lie with Bangladesh, which is false. The portrayal also depicts the Rohingya as militants.
Original Post (See the translation of the attached link below conclusion – 6)
A Facebook account named Ukkine Raja JI Facebook reported about the visit of The UN Secretary-General, Guterres, to the Kutupalong Rohingya refugee camp in Bangladesh. The post spread hateful speech against the Rohingya, portraying them as deceivers and frauds.
Original Post (See the translation of the attached link below conclusion – 7)
The Maung Kyi Facebook account spread a post depicting all Rohingya in Buthidaung and Maungdaw townships in northern Rakhine State as illegal immigrants. The post used derogatory language to spread hateful speech, belittling and demeaning the Rohingya.
Original Post (See the translation of the attached link below conclusion – 8)
Hate Speeches targeting Arakan Army (AA)
Since November 2024, the Arakan Army (AA) has gradually increased its control in Rakhine State. On December 8, it seized control of Maungdaw Township and gained control along the border with Bangladesh. Subsequently, on December 20, it captured the western command headquarter of the military in Ann Township. Following these gains in territorial control, the Myanmar military began launching intense offensives in an effort to reclaim the lost areas.
Based on a statement from the Arakan Army (AA) that civilians were being killed due to the Junta’s intense offensives, a pro-military TikTok account named General Min Aung Hlaing spread hate speech targeting the AA. In the post, the ethnic name of the Rakhine people was mocked, and the deceased were ridiculed.
Original Post (See the translation of the attached link below conclusion – 9)
The drone bombing attacks carried out by the Junta against the Arakan Army (AA) were reported on the pro-military Hmine Wai Telegram channel, accompanied by hate speech mocking the Rakhine ethnic group. The content displayed support for violence and included sarcastic and mocking tones.
Original Post (See the translation of the attached link below conclusion – 10)
Using the Junta’s assistance during Cyclone Mocha in Rakhine State in 2023 as a pretext, the "Tharki Myo Hae Doh Bamar" Telegram channel published hate speech saying that the Rakhine people are ungrateful by referring the Arakan Army’s (AA) offensive attacks against the Myanmar military. The post contained language inciting hatred between the two ethnic groups. It claimed that since the AA is planning to seize control of Rakhine State within two years, they should not be helped in the future if a natural disaster occurs. The AA was also derogatorily compared to a pack of dogs and accused of being robbers and bandits.
Original Post (See the translation of the attached link below conclusion – 11)

Hate Speeches targeting PDF
A pro-military Telegram channel named 969 Khitsoe Aukka Thuyekaungmya posted that, on the morning of March 1, PDFs were relocating and entering huts near Aik Gyi Tase village, taking gold, money, and phones. Additionally, students attending high schools in Thanatpin and Kamma villages of Nyaung-U Township were allegedly threatened with death if they sat for exams. The post portrayed the PDFs as criminals and included hate speech against them.
Original Post (See the translation of the attached link below conclusion – 12)
Based on an attack by PDFs on Yay Pote Gyi village in Pwintbyu Township, a pro-military Telegram channel named Hmine Wai reported that the village, once internationally recognized for preserving traditional Myanmar culture, has now been destroyed by the PDFs. The post claimed that any place where PDFs are present ends up in ruins. It included hate speech portraying the PDFs as dogs, dehumanizing them, and depicting them as criminals.
Original Post (See the translation of the attached link below conclusion – 13)
The si.thu.htet007 TikTok account reported that the PDFs are committing murders, thefts, and extortion, and are collecting tolls in Yaynanmhaw areas. It further claimed that they are using the extorted money to open KTVs and live lavishly with sex workers, which supposedly led to airstrikes by the Junta. The post included hate speech, referring to PDFs in a derogatory manner as "condoms" and portraying them as criminals, using dehumanizing and hateful language.
Original Post (See the translation of the attached link below conclusion – 14)
Hate Speeches Kachin Independence Army KIA
The general.min.aung TikTok account posted hate speech claiming that KIA troops advancing to destroy Bhamo City could not proceed further due to a shortage of opium (narcotics), and encouraged the Myanmar military to eliminate them completely. The post portrayed the resistance movement as drug-dependent and included hate speech depicting the KIA as criminals, aiming to discredit them through such accusations.
Original Post (See the translation of the attached link below conclusion – 15)
A video of a drone attack was shared with the claim that the Myanmar military attacked a KIA group approaching a military gate near Bhamo. The post, shared by the Han Nyein Oo channel, labeled the KIA as a terrorist organization and accused them of being addicted to opium. It portrayed the KIA as criminals, using hate speech.

Hate Speeches Targeting Women involving in Revolution
Members of the Myanmar military and their supporters have used digital platforms to target female activists with sexual violence and harassment. For example, they have engaged in doxxing by exposing personal information of women and have used sexually violent content to suppress and intimidate their participation in the resistance movement.
The hate speech directed at women who have attended military training with ethnic armed groups to take on roles in the revolution against the military regime is highlighted on the military-linked Telegram channel. The writings on that channel falsely claim that leaders of the PDF and ethnic armed groups are forcing female soldiers to sleep with them at night, which degrades the women’s honor and dignity.
Original Post (See the translation of the attached link below conclusion – 17)
On the Telegram channel called "Mahuya Myayhawt," news about the battle in the Nyaung Kyoe area of Panthawng Township, Bago Region, is presented, depicting the women involved in the battle as drug users. The report claims that female soldiers emerged from the battlefield naked. The writings contain derogatory remarks, including insults to the women’s honor and expressions that belittle them.
Original Post (See the translation of the attached link below conclusion – 18)
In the Telegram channel linked to the military, it is reported that ethnic armed groups in Kachin and Karen states are committing rapes and atrocities by executing female PDF members. The channel’s report uses severe allegations of immoral conduct including rape to incite hatred against ethnic armed groups and the PDF, with accusations that further divide them. These writings spread hateful language using female soldiers as a means to propagate degrading and inflammatory statements.

7Conclusion
In January 2025, the military regime enacted a new technology law aimed at controlling hate speech and fake news. The law mandates the removal of "fake news" and "hate speech" from internet platforms, with penalties for non-compliance. Additionally, it bans the use of VPN services without permission. However, the military’s law is only focused on criticisms of it and does not affect ethnic armed groups, the People’s Defense Forces, or the general public.
In March 2025, widespread hate speech on social media and print media in Myanmar was prominently observed in BHRN's Hate Speech Monitoring Report. Particularly, hate speech targeting Muslims, the Rohingya ethnic, PDF members, ethnic armed groups such as AA and KIA, members of the People’s Defense Forces, and female revolutionaries has been on the rise. These speeches involve racial, religious, gender, political, and social class-based justifications, portraying these groups as criminals, degrading them, and inciting violence.
It was observed that, in terms of religious hate speech, the Buddhist community predominantly spread hate towards Muslims. Following the earthquake on March 28, there were also instances of hate speech regarding the destruction of many Islamic religious sites including mosques. Although these buildings have existed for over a century, they were severely damaged due to successive government denial of repair permits. There have also been calls to prevent the reconstruction of these schools, leaving Muslims excluded from assistance in the process.

It is heard that in Thingangyun and Hninsi Kone areas, Buddhist youths are being pursued and arrested for military service by people called the "main authority group" and "community security group," who are Kalars (Muslims). Because it is the fasting month of Muslims, it is known that Muslim cronies and big businessmen have bribed the main authority group not to call Muslims for military service. Since most of the sidecar drivers are Kalars who are members of the community security group, Buddhist youths need to be careful when going out at night.

Due to the severe impact of the earthquake, a mosque in Mandalay—Shwe Bon Hlyan Mosque collapsed, and aid and assistance efforts were delayed. The mosque is located at the corner of 82nd Street and 45th Street in Mandalay and people went missing following the collapse. A survivor told BBC "Just now, someone claiming to help with a crane contacted us. As for me, I can no longer walk on the street. I have to stay in a safe place. My father is still out looking for a crane. We can't get through to the people inside the mosque by phone either."

Security in Mandalay should not be taken lightly at a time like this. It’s necessary to be aware of one’s responsibilities.
If the rubbles are thoroughly cleared, weapons and bomb-making materials might be found. Not a single mosque was left - all collapsed. Hotels, companies, apartment buildings...

In refugee camps in Bangladesh, due to food ration cuts and suspensions, elderly Bengali Muslim Kalars and young Kalars are now facing hunger. According to the current situation, in these Bengali Muslim refugee camps, crimes such as (stealing, snatching, climbing onto houses and stealing every last bit of rice, beans, and dried chilies, rape repeatedly) have increased, according to reports.
Think about it… Giving birth in large numbers like pigs, with no food to eat and no shelter to live in. They don't want to work, don’t want to earn, and eventually end up staying in other people's homes. And then, they commit rape against the young sons and daughters in those houses. Only when crimes are committed using the food cuts as an excuse, does the world start to pay attention. Is that when reports finally get released?

During the 1971 civil war between Pakistan and Bangladesh, Bengali people fled to Rakhine State as refugees. Until now, not a single one has been taken back by Bangladesh. All the Bengalis currently living in Rakhine State are Bangladesh nationals who fled to Myanmar during the 1971 civil war between Pakistan and Bangladesh and are illegally residing in Rakhine State as refugees.
Therefore, Mr. Mohammed Yunus, these Bengali people are only living safely under your protection. So, please keep and protect these so-called refugee Islamic terrorists in your own country.

In the second week of May 2023, Cyclone Mocha struck. There was a loss of over two billion US dollars. The SAC sent a General to a township in Rakhine and carried out reconstruction efforts.
At that time, a video file emerged showing that Tun Myat Naing, the leader of the Arakan drug-dealer gang, had told his group that they would seize Rakhine State within two years. Specifically, it was on June 16, 2023, exactly one month after Cyclone Mocha had passed. While the military was engaging in reconstruction in northern Rakhine, they seized the opportunity. It seems this kind of ungrateful people can only be found in this one place in the world.
Therefore, I want to make one request: Before the Arakan group is completely eradicated, not a single penny from the taxes of the Burmese people should be spent again for the Arakan region. I do not agree whether because of the cyclone or any other reason.

The PDFs from Nyaung-U Township have changed their base
It is reported that they are relocating on the 1st (of the month), in the early morning. Around 60 terrorists brought along motorcycles and packages of materials. They reportedly entered huts near Ayigyi Taesu, taking gold, money, and phones.
They also arrested a young man. In the farthest villages of Nyaung-U Township like Thanat Pin and Kamma, high school students could not sit for their exams. The PDFs have threatened those students who would sit for the upcoming G5 and G9 exams will be killed. Because of this, children are afraid and won't go to take the exams, according to reports.

In Karen, Karen armed groups are also committing sexual violence against young women members of the PDF. They are killing young PDF members. We urge you all to stop the human rights abuses, killings, sexual violence, and the abusive treatment by the PDF members on our Burmese people, who are living together in the regions controlled by indigenous armed groups."
The leaders of armed groups such as the KIA (Kachin Independence Army), KNU (Karen National Union), and KTLA (Karenni Army) have trained female PDF members, and then the leaders have been engaging in sexual violence and treating them abusively. Additionally, they are also killing and committing abuses to PDF members. It is time to understand how the EAOs (Ethnic Armed Organizations) view the Burmese PDF members, and it is time to walk down the right path now.
