1Introduction

The Myanmar military and its supporters have been spreading religious hate speeches targeting ethnic minorities and religious minorities to make division and disunion among the revolutionary forces. The junta is disseminating its ideology by means of hate speech. Moreover, the 2021 coup accelerates persecution, marginalization, and violence against persecuted communities. The junta is using hate speech as a tool to create fear and disunion among the communities. The military is trying to keep their power longer and to continue their persecution by creating hate speeches that target ethnic and religious groups.

The junta and its supporters are circulating hate speeches in various ways, via both online and printed media, to divert public attention from the revolution.

The objective of the BHRN monthly report is to monitor and analysis hate speeches circulated by the military and its supporters. BHRN documented a total of 112 hate speech cases in March 2024.

2Methodology

As hate speech is a term that comes from emotion, there is a wide spectrum in defining it, not a specific one. BHRN, therefore, standardizes the definition of hate speech for this report as follow. Hate speech in this report means aggressiveness and hatred against protected characteristics of a person or a group, blaming, discriminative expression, writing, gesture, or art expression of excoriation, dehumanization.

It means attacking someone’s faith, language, gender, sexual orientation, origin, ethnicity, skin colour, race, belief, citizenship and physical appearance. The monitored hate speeches were categorized as (1) Criminalizing Hate Speech, (2) Abusive Hate Speech, (3) Dehumanizing Hate Speech, (4) Violence Inciting Hate Speech, (5) Threating Hate Speech, and (6) Hate Speech that supports prejudicial actions inspired by hate speech.

BHRN has daily documented hate speech terms and usages found in the contents – based on current political crisis - disseminated by military.

This report was written after monitoring both online and printed media which were used by Junta and its supporters to spread their hate speeches. Especially, BHRN has monitored 9 Facebook groups, 36 Facebook Accounts, 36 Tiktok Accounts, 25Telegram Channels and 4 Printed Media during November.

Junta’s Propagative Methodology

The Myanmar junta is using hate speech to boost its propagative mechanism. The propagative mechanism includes repeating something again and again, dominating mentality, deception and manipulating data. By using those techniques, the Myanmar junta is creating narratives that promote their image as “the protector of the nation and the religion”.

The junta is using hate speech to stimulate serious emotions such as aggressiveness, fear and indignation. The junta is using those emotions to create hatred against its targeted area and organizations by mean of fabricated cases and distortive information. This can lead to giving up and disunion among revolutionists.

This disunion will lead to the situation that the people focus on raising questions and blaming each other among the community rather than focusing to fight against persecuted policies of the military.

Context of misinformation as hate speech

In this report, BHRN has analysed hate speech in the context of the ongoing political tensions in Myanmar. Sometimes, when measured by international standards, what might look like misinformation takes on a different significance in the aftermath of the 2021 coup. This is because misinformation, particularly when aimed at individuals, groups with opposing political beliefs, or minority religious communities, can have severe consequences, even leading to loss of life and the intensification of religious and community conflicts.

Hate speech in Myanmar's current political climate is more than just false information; it can be a catalyst for very real and harmful outcomes, especially in the post-coup environment. Understanding this complex relationship between hate speech, misinformation, and their tangible impacts is crucial for grasping the region's broader social, political, and intergroup dynamics.

3Findings of hate speech in Social Networks

A total of 112 hate speech cases were found during our monitoring process this month. When accounts were disabled, some created new accounts and some moved to Telegram channels. The military mainly used Telegram channels to do propagandas and the propagandas were done through the cartoons more in this month.

Hate speech targets and expressions

In this month’s monitoring, the group targeted by hate speech the most was PDF and the second was AA and the third was Muslim community. Moreover, hate speeches targeting Rohingyas and ethnic groups were monitored as well.

In addition, the most used terms of hate speeches for this month are "dog, kelwar (a word that refers to dog in Rakhine State), terrorist, Kalar (a derogatory term referring to Muslim), Illegal Bengali (referring to Rohingya), Rakhine Rebels, Fake Ethnic, Terrorist, Subversive, Apostasy.”

Singer Lynn Lynn delivers hate speech towards Non-CDMs

On 27th February, CDM Kyaw Thet Lin hosted a talk show named 'Flowers' Talk' with two singers, Lynn Lynn and Tuu Tuu. In the talk show, singer Lynn Lynn said "After the revolution, he will create equal opportunity for his audiences to enjoy the show, except for Non-CDMs at his LIVE music concerts. He will build a piggery and make Non-CDMs to watch the concert only in that piggery. Moreover, for the public transportation sector, piggery will be built in smoke exhaust areas of buses where air-con does not reach and Non-CMDs will be allowed to stay only in that piggery." He used Dehumanizing Hate Speech against Non-CDMs saying that they should not be treated equally but in a less favourable way than others when it comes to human rights. Singer Lynn Lynn is also the composer and singer of the song "Death of Mandalay", which says that Mandalay is dying because of its eastern neighbours, the Chinese. The song ends with the National Anthem of Myanmar.

(A) Hate Speech about Rohingya

The article named as "The great responsibility of our ethnic people" by Nyohtwe was published by Bullet Journal Vol (6), No. (5) in March. The article said that "When I arrived Buthidaung and Maungdaw Townships, I felt like I was in the land of Kalar (Muslim) as I saw a large number of Bengali (Muslim) and only very few Rakhine ethnic people. I found out that 98 percent of the residents in those townships is Bengali and only 7 percent is our ethnic people. Due to various concerns, Rakhine ethnic people are forced to leave their original native land. Today, Rakhine ethnic people who used to protect their national pride should be worried that there is a huge time-bomb that could explode and destroy our ethnicity and our state. If the inspection of the border area cannot be carried out properly, that area might be swallowed up by other people one day. In May 1942, ARSA terrorist Bengalis attacked and destroyed more than 200 ethnic villages in Rakhine State and killed more than 40,000 ethnic groups. Rakhine villages disappeared and became villages of people of different religions.” That article used Criminalizing Hate Speech describing Rohingyas as illegal immigrants, terrorists. criminals, a threat to the country.

When the military resumes clearance operation, PDFs, slaves of NUG, are killed in massive and cunning people from KIA have to run like dogs and pigs. The terrorist group led by Maung Saungkha is even called the Bamar People's Liberation Army (BPLA). BPLA cooperates with MNDAA, TNLA, AA terrorist groups just to harm the Burmese people, don't they? Think carefully whether they are dogs or cows as they are dare to work with such terrorist groups.” That article used Criminalizing Hate Speech and Dehumanizing Hate Speech against PDFs.

8Conclusion

In this month, the Junta leader Min Aung Hlaing used religious and Burmese supremacy ideology in his speech. Hate speech expressions such as "Jihad, non-pork eater" have been intentionally spread to create conflicts based on religious hatred. In addition, it was figured out that hate speech attacks targeted at ethnic groups are being accelerated. The narrative that PDFs are being used by NUG and ethnic armed groups for their benefit were mostly highlighted in this month. The ethnic people were called by the names of animals in local terms. The narrative that Rohingyas can be expelled under the law of "naturalized citizenship" was observed as well. There were also writings to dehumanize the People's Defense Force and Ethnic Armed Groups leading revolutions.

The posts below are hate speech documented by BHRN. They are translated here only as evidence for this report.

The video caption is "The Flowers' Talk" by Singer Tuu Tuu, Singer Lynn Lynn, host Ko Kyaw Thet Lin”

Singer Lynn Lynn: "After the revolution, I will create equal opportunity for my audiences to enjoy the show, except for Non-CDMs at LIVE music concerts. I will build a piggery and make Non-CDMs to watch the concert only in that piggery. They will be slapped if they move from that circle. At the corner of the cinemas, a piggery will also be built for Non-CDMs to watch the movies. Moreover, for the public transportation sector, the piggery will be built in smoke exhaust areas of buses where air-con does not reach and Non-CMDs will be allowed to stay only in that piggery."

“a complaint is filed with the police against the Muslims who beat and stabbed a group of Burmese Youth"

A monk said that while the youths were fighting in Dawbon township, Muslims surrounded and beat them up. When those four Burmese youths asked for an explanation as they could not bear with it, those Muslims came out from Nwe Mosque with sticks and knives, shouted the word ‘Jihad’ and beat those young Buddhist people with the sticks and stabbed them with knives. Chapter 4 "naturalized citizenship" Article 58

The Central Body may revoke the associate citizenship of a person if he infringes any of the following provisions:

(A) trading or communicating with enemy countries or with countries assisting the enemy country, or with citizens or organizations of such countries during a war in which the State is engaged or abetting such an act;

(B) trading or communicating with an organization or with a member of such organization which is hostile to the State, or abetting such an act;

(C) committing an act likely to endanger the sovereignty and security of the State or public peace and tranquility or giving rise to the reasonable belief that he is about to commit such an act;

(D) showing disaffection or disloyalty to the State by any act or speech or otherwise;

(E) giving information relating to a state secret to any person, or to any organization, or to any other country or countries, or abetting such an act;

(F) committing an offense involving moral turpitude for which he has been sentenced to imprisonment for a minimum term of one year or to a minimum fine of kyats one thousand.

Those laws were introduced to ensure that there are no ethnic people whom the foreigners oppress and also the issue of Bengali who are making troubles in Rakhine state could be solved by this law.

In addition, AA can rebel but Kalar (Rohingya) in Rakhine State cannot rebel. If AA rebels,

1) we can shoot one another

2) losers will die; winners will be alive

3) If AA got arrested alive, they will have to go to the jail

4) They are still Myanmar citizens even when they are released from prison. We cannot expel them from the country.

5) If AA are strong enough to conquer the entire State, Rakhine Kingdom will then be established but ethnicity and religion will not disappear

Kalars in Rakhine State can be expelled from the country under Article 58 (B) and (C) at once they trade with AA.

…………………………………………………………………………………………………………………………………

“How would the international community take action against AA group who are brutally killing Bengalis (Rohingya)?"

Regarding the murder story of Thida Htwe in 2017 in Rakhine State, a large number of Rakhine people were brutally killed by Bengali Kalars. At that time, Tatmadaw took charge and carried out necessary measures to order to stop those brutal killings. As a result of taking responsibility, Tatmadaw was sued in the ICJ with one-sided accusations of genocide. At present, it is reported that AA terrorists are killing Bengali Kalars in battles in Rakhine state. Due to these massive killings, Muslims in Buthidaung Township are protesting against AA terrorist group. We want to know that how the international community will take action against AA groups for this issue.

……………………..……………………..…………………………………………………………………………………

Nepaul (NLD supporters) recruited thieves, coolie, unemployed, opium eaters, down-and-outs not only from Kayah State but also from every township and village to form PDF. They are flattering them like heroes. When they die in battles, they will not receive anything except the word 'Rest in Peace.'

………………………………………..………………………………………………………………………………………

PDF was formed by NLD. NLD was originally formed of staff who were former prisoners or who were fired due to corruption. As for NLDs and PDFs, if you do not support them, they will assassinate you even if the other side is a parent or teacher or monk. PDFs also exterminate the people by way of stealth, deceit and violence.

Photo: Two PDF leaders, Bo Mya and the other, who killed and cut a monk into pieces, were arrested on March 05, 2024.

……………………..……………………..…………………………………………………………………………………………

At this moment, the places where PDFs stay in are Ye-U Township, Depeyin Township, Shwebo Township, Kanbalu Township, Kayin State, Tanintharyi Township, East bank of Sittaung. There has been participation of Chin Kalar people in the battles of Chin State. This should be enough for SAC leaders to be aware of the situation.

……………………..……………………..…………………………………………………………………………………

There are numerous people who are applying to join the military at their will to fight against terrorist PDFs. Much respect to them.

People are very disgusted with dog PDFs. There are plenty of people who have become homeless and have been affected by wars because of dog PDFs. A lot of cities and villages have also been destroyed because of them. People can live and sleep peacefully in places where no dog PDFs exist. Every youth needs to join the military to fight against those dog PDFs and to protect the lives and wealth of citizens.

"Barma people in Laukkai are packing everything up and leaving the city because Laukkai is the place where Barma people cannot live"

If so, why are Kokang people living in Burma?

Kokang people are doing evil things. This is the second time that MNDAA create a religious conflict. This is because the Bamar people are not united. If the Bamar people are united, the Kokang region with a population of only 200,000 will float away even if the Bamar people urinate. If there is no unity, then bear the result.

The Grade 12 students in Yanbyal Township were not allowed to go to Kyaukphyu City to take part in exams as the AA kelwar group blocked them. According to Bangladesh state-owned media, it is reported that AA kelwar and terrorist Arakan Rohingya Salvation Army (ARSA) held a private meeting at a Bengali (Rohingya) refugee camp in Bangladesh. AA's Brigadier General attended the meeting and agreed on the facts that the territory of Buthidaung and Maungdaw Townships in Rakhine State will be distributed to ARSA after AA attack and seize those townships, and Bengali refugees will be re-accepted as Rogingyas. AA asked ARSA to collaborate with them to attack the military in the ongoing battles of Rakhine State.

U Yee Mon (NUG Union Minster) drinking alcohol is saying "Those guys are the problem; I don't even have enough money to buy alcohol."

PDFs are being cheated and deceived by impossible dreams, and false hope. Eventually, they have become street dogs.

"The great responsibility of our ethnic people"

Presently, the western part of Myanmar is under the attack of AA group. When I arrived at Buthidaung and Maungdaw Townships in 2004 - 2005, I felt like I was in the land of Kalar (Muslim) as I saw a large number of Bengali (Muslim) and only very few Rakhine ethnic people. I found out that since that time, 98 percent of the residents in those townships is Bengali and only 7 percent is our ethnic people. Due to various concerns, Rakhine ethnic people are being forced to leave their original native land. Today, Rakhine ethnic people who used to protect their national pride should be worried that there is a huge time bomb that could explode and destroy our ethnicity and our state. A clear sign of proof is that even today in Sittwe, 50% of the residents is ethnic groups and the other 50% is Bengalis. Because of this issue, teams were formed during previous governments to carry out border gate inspections. It is not about spreading hatred towards the people of different religions. It is acting according to the law for the security of our country. If the inspection of the border area cannot be carried out properly, that area might be swallowed up by other people one day. When it comes to the security of our country, there is absolutely no racism and hatred for me. We only aim to protect the risks that might occur in the long term systematically and honestly according to the law. In May 1942, ARSA terrorist Bengalis attacked and destroyed more than 200 ethnic villages in Rakhine State and killed more than 40,000 ethnic groups. Rakhine villages disappeared and became villages of people of different religions.

……………………..……………………..…………………………………………………………………………………

"PDF terrorist group that became common slave from the life of puppet by NUG"

As we already know, terrorist CRPH and NUG are completely dependent on KNU and KIA who are selling weapons and ammunition and providing terrorist training to terrorist PDFs. As most of the terrorist agitators, terrorist CRPH and NUG groups, only have the capacity to stimulate terrorism from behind but do not dare to take big actions on the ground. They are those who are more active in earning money for their benefits from foreign countries. Hence, KNU and KIA are using the puppets of NUG, PDF members as their puppets and forcing them to attack and be killed. Starting at the end of 2023, terrorist CRPH and NUG and the subversive media are lobbying for city-occupation battles. Think carefully whether they are dogs or cows as they are dear to work with such terrorist groups. From terrorist CRPH and NUG and in subversive media, we can see how terrorist PDFs attacked the military forces. If a few military forces are killed, they exaggerate like they are about to win. If PDFs were killed, they became silent and acted like they did not know. Only the parents of PDFs know the situation the best in which their children are dying. PDFs were forcibly convinced by the terrorist's former NLD Members of Parliament. They were forced to participate in the battles in Karen State and in northern Shan State. There are a lot of PDFs who cannot return to their families. The parents wanted to arrange a funeral for their children whom they thought were killed. They cannot do it if they did not get permission from the terrorist former MPs.
